Our application strictly adheres to all applicable laws and regulations, including but not limited to the U.S. Combating Child Pornography Act (18 U.S.C. § 2257) and international conventions. We place Child Safety at the forefront of all operational strategies and fully comply with the Google Play Child Safety Standards policy.
2. Scope and Applicability
These Standards apply to all users, all features, and all content on the “Conch Chat - Online Video Chat” platform, including but not limited to:
User-Generated Content (UGC) such as text, images, videos, and live streams.
All in-app interactive behavior, including video chats, private messages, and comments.
All back-end systems, content moderation, and reporting response mechanisms.
3. Core Safety Measures
3.1 Strict Age Restriction and Verification
Zero-Tolerance for Minor Users: “Conch Chat - Online Video Chat” strictly prohibits any individual under the age of 18 years old from registering for and using this service.
Mandatory Age Affirmation: All new users must confirm they are 18+ through an affirmative declaration and multi-step verification process during registration.
Continuous Age Detection: We utilize AI models and human review systems to continuously monitor and detect any accounts suspected of being underage. Any user reasonably suspected of being under 18 will be immediately banned and permanently prohibited from re-registration.
3.2 Risk Mitigation for Video Chat
As an online video chat platform, we implement additional, targeted safety measures:
Real-Time AI Monitoring: In all video chat sessions, our Artificial Intelligence models continuously scan the video and audio streams for instant detection and interception of any activity involving CSAE (including CSAM), nudity, child sexualization, or grooming behavior.
Visual Blurring/Masking Technology: The system will automatically trigger real-time blurring or masking for any visuals suspected by the AI of containing potential nudity or inappropriate behavior involving children, pending immediate human review.
3.3 Zero-Tolerance Content and Conduct Moderation
Dual Review Mechanism: All UGC (including video, images, text) undergoes a dual process of algorithmic pre-filtering and professional human review.
Immediate CSAE Takedown: Any content or behavior that suggests, depicts, or involves child sexual abuse, exploitation, sexualization, or solicitation will result in the user's immediate and permanent ban. We digitally fingerprint all such content to prevent its reappearance on the platform.
Prohibition of All Forms of Grooming: The platform strictly prohibits any grooming behavior or suggestive language aimed at establishing a relationship of trust with a child for the purpose of exploitation or abuse.
3.4 Rapid and Effective Reporting and Response
Accessible Reporting Tools: We provide clear, easy-to-access reporting buttons on all interactive interfaces (including video chat and profile pages), allowing users to anonymously and conveniently flag suspicious content or behavior.
24-Hour Emergency Response: Our dedicated Trust & Safety team will review and act on all emergency reports concerning child safety and CSAE within 24 hours of receipt.
Law Enforcement and NCMEC Reporting: Upon discovery or reasonable suspicion of content involving CSAE, we will immediately preserve all evidence and promptly report to the U.S. National Center for Missing & Exploited Children (NCMEC) and other relevant law enforcement agencies.
4. Accountability, Transparency, and Ongoing Cooperation
We commit to regularly updating and strengthening this policy. We will publicly disclose our enforcement efforts, the volume of reports received, and our cooperation with law enforcement and child protection organizations (such as NCMEC and INHOPE) in our annual Transparency Report.
