Truman appointed General Douglas MacArthur, victor of World War Two in the Pacific, to lead the efforts against North Korea in 1950.
Truman's policy was simply to "contain" Communism. MacArthur wanted to eradicate it entirely.
MacArthur developed a plan by which he would not only defeat the North Koreans but also overthrow the Chinese Communists, and ultimately Moscow.
Truman vetoed MacArthur's plan.
MacArthur publicly criticized the President as making a very bad decision. He tried to do an end around and get Congress to support his plan.
