Nothing in section 24-18-201, C.R.S., prevents a vendor from submitting a bid on a contract. The statute is directed at the proper conduct of public officials — not the actions of a corporate entity — and specifies how a public official must proceed when the public official is interested in a "contract".

Although AppMaker may submit a bid, if AppMaker is not the lowest responsible bidder, you will need to disclose your interest in the contract and abstain from voting on any motion to award the contract. If Appmaker is the low bidder, it may still be advisable for you to disclose your interestbefore voting on the contract and/or to abstain from voting if, in your judgment, not doing so could create a perception that you have a conflict of interest.
