Southern Central Coast Rapid Response Network
(Santa Barbara, Ventura & SLO Counties)
Documenting ICE (Immigration and Customs Enforcement) activity involves safely recording details of immigration enforcement to ensure accountability, often by filming agents, vehicles, and behaviors from a distance, and reporting to local rapid response networks. Key actions include capturing dates, times, locations, and officer descriptions (e.g., uniforms, vehicles) while avoiding the faces of detainees.
Steps for Documenting ICE Activity Safely:
Film Safely: You have the right to film law enforcement in public spaces. Focus on agents, their actions, and vehicle license plates.
Keep Distance: Do not physically interfere with officers, as this can lead to arrest.
Record Details: Document the date, time, specific location, number of agents, and if they have warrants.
Report: Immediately call a local rapid response hotline to report the activity.
Protect Privacy: Avoid filming or posting videos of the individuals being detained to protect their identities.
Narrate: If recording, verbally state the location and date to provide context to the video.
Information to Gather:
Agency names (e.g., ICE, Border Patrol).
Vehicle license plates and types (e.g., marked vans, unmarked cars).
Names or badge numbers of officers if visible.
Whether officers have a warrant and if it is signed by a judge.
If approached, you can ask, "Are you a law enforcement officer?" and "What is your name and badge number?". You can also state, "I am not preventing you from using this public road," while observing.
