Titre de la plénière : « Caractérisation des décharges électriques. Techniques de mesure des tensions, courants, champ magnétique rayonné, émissions lumineuses et acoustiques »
Résumé:
Les décharges électriques sont la cause essentielle de la dégradation des isolations des équipements électriques et des déconnexions des réseaux de transport et de distribution de l’énergie électrique. Leur détection doit être faite le plus tôt possible et l’évolution de leurs caractéristiques (intensité, fréquence d’occurrence …) suivies dans le temps. Les décharges électriques sont caractérisées par la tension, le courant, l’émission d’un champ magnétique, d’ondes lumineuses et acoustiques. Le diagnostic basé sur chacun de ces paramètres a ses avantages et inconvénients. Dans cette présentation, les différentes techniques de mesure seront exposées aussi bien en courant continu, alternatif et impulsionnel. Les isolations privilégiées sont les huiles isolantes de transformateur et les chaines d’isolateurs composites.
Hocine Moulai a obtenu les diplômes d'ingénieur, de magister et de doctorat d’état en génie électrique à l'École Nationale Polytechnique d'Alger, respectivement en 1985, 1990 et 2001. Il est actuellement professeur à l'Université des Sciences et de la Technologie Houari Boumediene d'Alger où il enseigne les lois fondamentales de l’électrotechnique. Il est chef d’équipe de recherche au laboratoire de caractérisation et diagnostic des équipements de puissance chargé des expérimentations en vue de la caractérisation de l’état de dégradation des isolations soumises à des décharges électriques de différents niveaux d’énergie. Il est auteur et co-auteur de nombreux articles de recherche englobant les décharges électriques dans différents systèmes d’isolation ainsi que la compatibilité électromagnétique associée.

Résumé:
Une description d'algorithmes bio-inspirés des grandes familles de l'Intelligence Artificielle est faite.
Des applications concrètes d'une série de techniques de l'Intelligence Artificielle dans le diagnostic de défauts, dans la prédiction de paramètres et les modes de maintenance à adopter dans les systèmes de Haute Tension sont présentées avec des données réelles.
Leila Mokhnache is a Prof. in electrical eng. and Head of the National Higher school, for Renewable Energies, Environment & Sustainable Development (RE2= SD) opened in June 2020. She received her Doctorat from the “ Ecole Nationale Polytechnique” of Algiers in 2004 on the application of neural networks in the diagnosis and ageing prediction of high voltage insulations. She was faculty in the university of Batna from 1998 to 2021 at the electrical Engg department. A Her research work is in the fields of diagnosis, maintenance, prediction in high voltage systems, applications of artificial intelligence in HV, numerical methods, high voltage insulation, Electromagnetics.
She has participated in many international conferences and she has published more than 100 papers & publications. She is member in many technical & scientific boards in international journals and conferences. And now she is leading a project of a renewable power plant for 1 MWc in Batna with many applications ( smart grid, smart home, applications in agriculture, in traffic , water desalination.

Titre de la plénière : « Flashover Modelling of Indoor and Outdoor insulators / Modélisation du contournement des isolants solides externes et internes »
Résumé:
In order to optimize the insulation level for high voltage components (Air Insulated Substations -AIS-, Gas Insulated Substations -GIS- and Gas Insulated Lines-GIL-, Breakers, Overhead lines…), special attention is given to creeping or surface discharges because the thermal effects and the faults that they can produce by sparking or flashover. Then, the knowledge of the parameters characterizing this kind of discharge is essential to understanding the complexity of the mechanisms involved in their development. Thus, it is fundamental to acquire such information enabling us to build a mathematical model that can help optimize the insulation efficiency.
This presentation will be structured as follow:
· Surface discharges and flashover of dry insulators used in GIS/GIL
· Surface discharges and flashover of polluted insulators
· Modelling of flashover in GIS/GIL
· Modelling of flashover of overhead lines polluted insulators
· Conclusion
Mohammed El Amine Slama is currently a researcher at the Advanced High Voltage Engineering Research Centre of Cardiff University, Wales, UK. He was previously a researcher at SuperGrid Institute and General Electric Lyon- France (2014-2017). He was a Professor assistant at the University of Lyon 1 from 2010 to 2011 and Lecturer at the University of Sciences and Technology of Oran (USTO) and a member of the High Voltage & Electrical Field Team of the Laboratory of Electrical Engineering of USTO, Algeria (2004-2008/2011-2013). He is member of various steering committees of international conferences and reviewer for several international journals. His main research interests include outdoor insulation, flashover, and breakdown in gases, eco-friendly gases for SF6 replacement, high voltage insulation & engineering, HV power system protection and insulation coordination. He is member of BSI PEL036 and IEC-TC 36/PT, IEEE DEIS Outdoor Insulation Technical Committee and he is author/co-author of more than 100 scientific papers and technical reports.

Plenary title : « How to Write a Research Paper »
Talk abstract:
The presentation will try to answer the following questions: Why an academic researcher should publish? and what are the main motivations? What are the keys for a successful writing? What are the main questions that the author should answer while writing his paper? How to choose an appropriate journal to which one will submit the finished paper for publication? What would be the mean advices to have a paper with a clear storyline? Why papers are rejected? How would an author reply to the reviewer’s comments? ….
Other issues related to scientific writing will be also be discussed.
Adel Belouchrani was born in Algiers, Algeria, on May 5, 1967. He received the State Engineering degree from Ecole Nationale Polytechnique (ENP), Algiers in 1991, an MSc degree in signal processing from the Institut National Polytechnique de Grenoble, France in 1992, and his PhD in signal and image processing from Télécom Paris, France in 1995. He was a postdoctoral fellow at the Electrical Engineering and Computer Sciences Department, University of California at Berkeley, CA, USA, from 1995 to 1996 and was with the Department of Electrical and Computer Engineering, Villanova University, Villanova, PA, USA, as a research associate, from 1996 to 1997.
From 1998 to 2005, he was with the Electrical Engineering Department, ENP, as an associate professor. Since 2006, he has been a full professor with ENP. His research interests are in statistical signal processing, (blind) array signal processing, time-frequency analysis, and time-frequency array signal processing with applications in biomedical and communications. Dr. Belouchrani is a founding member of the Algerian Academy of Science and Technology. He has published over 200 technical publications including 67 journal papers, 5 book chapters and 4 patents that have been cited over 8760 times according to Google Scholar, over 5160 and over 3820 time according to the ISI Web of Science. He has also supervised over 25 PhD theses. Dr. Belouchrani was awarded an Arab-American Frontiers Fellowship of the U.S. National Academy of Sciences, Engineering and Medicine to conduct research on the blind identification of power sources in processors design at Brown University, Rhode Island, USA in 2016. He has served as Associate Editor of the IEEE Transactions on Signal Processing for two terms from 2013 to 2017 and as Editorial board member of the Digital signal processing Journal (Ed. Elsevier) from 2011 to 2019. He has been Senior Area Editor of the IEEE Transactions on Signal Processing for two terms from 2017 to 2021 and an elected member of the EURASIP Special Area Team (SAT)-Theoretical and Methodological Trends in Signal Processing for the 2018-2020 term, as well as an elected member of the IEEE Sensor Array and Multichannel Technical Committee for 2019-2021 term. Prof. Adel Belouchrani has been named a 2020 IEEE Fellow.
