The government electric scooter program allows citizens to get a scooter through an easy and transparent process. The entire journey from registration to delivery includes six simple steps. Each step is clear, trackable, and designed to make the application process smooth for applicants.

After registering, every applicant receives a unique application number that helps them track their progress until the final stage of scooter delivery.

Below is a simple explanation of the complete process.

Step 1: Registration

The first step is to create an account on the official application portal. During registration, applicants need to enter their CNIC number, full name, and phone number.

Once the details are submitted, the system generates a unique application number such as BAL-2026-XXXXX. This number is very important because it helps applicants track their application during the entire process.

Applicants should keep this number safe because it will be required for checking updates about verification, ballot results, and delivery.

Step 2: Fill the Application Form

After registration, the next step is to complete the application form. In this step, applicants must provide their personal details and other required information.

Applicants also need to choose their category. The available categories usually include:

  • Working Women

  • Students

  • General Public

Applicants must also select the loan repayment plan. Two options are available:

  • 1 year repayment plan with a 15% rate

  • 2 year repayment plan with a 17% rate

Choosing the right plan is important because it determines the monthly payment amount.

Step 3: Upload Required Documents

The third step involves uploading the required documents for verification. These documents help the authorities confirm the applicant’s identity and eligibility.

Applicants usually need to upload:

  • Copy of CNIC

  • Domicile certificate

  • Permanent motorcycle driving license

  • Proof of income

  • Government employee guarantor details

Additional documents are required depending on the applicant’s category.

Students must upload a university enrollment letter, while working women must provide employment proof from their organization.

All documents should be clear and correct to avoid delays in verification.

Step 4: Application Verification

Once the documents are uploaded, the application enters the verification stage.

During this stage, the program administration reviews all documents carefully. They confirm the eligibility of the applicant and also verify the guarantor information.

At the same time, the National Bank of Pakistan (NBP) checks the applicant’s e-CIB report and evaluates the Debt Burden Ratio (DBR). The DBR must remain within the 40% limit to qualify for financing.

Applicants can track their application progress online during this stage.

Step 5: Digital Ballot Process

After verification, all eligible applications move to the ballot round.

A digital lottery system is used to select successful applicants. This process ensures fairness and transparency. The lottery system is designed to be tamper-proof and publicly verifiable, so everyone has an equal chance.

Only applicants who pass the verification stage can enter this ballot process.

Step 6: Scooter Delivery

Applicants selected in the ballot will move to the final stage, which is delivery of the scooter.

Successful applicants must complete a few final steps before receiving the scooter. These include:

  • Paying 10% advance payment

  • Paying 5% insurance premium

  • Signing the NBP financing agreement

After completing these steps, applicants can collect their electric scooter from the designated distribution center.
