Multi-stakeholder framework for intervening in RTB seed systems

The multi-stakeholder framework provides a quick overview of seed systems of RT&B crops to researchers, practitioners, policy makers and project staff. The framework is a table, with rows of stakeholders (e.g., seed producers, seed traders, extensionists, etc.) and columns of seed system functions: availability of seed, access, and quality. It is usually applied during workshops and field visits as a first step to understand a seed system, plan or monitor an intervention, or evaluate past interventions. When used to analyse a seed system or before an intervention, the framework helps to identify key stakeholders, bottlenecks (such as coordination breakdowns), and key actions for the upcoming intervention. When used to monitor or evaluate an intervention, the framework can help to document the roles that the stakeholders are playing or played in relation to seed access, availability and quality, and build a stronger evidence base for future interventions. The results obtained with the framework usually need to be complemented with more in-depth studies done with other tools.
