Charles R. Dunlap


Mr. Dunlap is the President & CEO of the Indiana Bar Foundation in Indianapolis, Indiana and has been in that position since 2001. Mr. Dunlap graduated Cum Laude from the Indiana University McKinney School of Law in Indianapolis in 1996. As the President & CEO of the Indiana Bar Foundation, Mr. Dunlap is responsible for overseeing the day-to-day operations and programs of the Foundation which include administration of the Indiana Interest on Lawyers’ Trust Account (IOLTA) program, various civil legal aid and pro bono programs, grantmaking, and several civic education programs including We the People, and the Indiana High School Mock Trial Program.


Prior to joining the Indiana Bar Foundation Mr. Dunlap was the Assistant Director of Planned Giving for the Indiana University Foundation in Bloomington, Indiana where he worked on numerous complex charitable gifts involving a variety of trusts, bequests, insurance gifts, and gifts of real estate. Prior to his work at the IU Foundation, Mr. Dunlap was an associate in the Muncie, Indiana law firm of DeFur, Voran where his practice focused on estate planning, trust and probate administration, charitable gift planning, charitable organization law, and business law.


Mr. Dunlap is a past President of the National Association of IOLTA Programs, Treasurer of the Indiana Philanthropy Alliance, a member of the National Advisory Committee for the Indiana University Center for Civic Literacy, a past member of the Indiana University School of Public and Environmental Affairs Distinguished Alumni Council, and a past Board Member of the National Conference of Bar Foundations. Mr. Dunlap is also an adjunct faculty member at Indiana University’s School of Public & Environmental Affairs, and a participant in the IU McKinney School of Law Military Commission Observation Project at Guantanamo Bay Cuba, and previously worked as a member of the timing and scoring staff of the Indy Car Series.



David French

David French is a senior editor at The Dispatch and a columnist for Time. A graduate of Harvard Law School, David is a former senior writer for National Review and a former senior fellow at the National Review Institute. He is a former constitutional litigator and a past president of the Foundation for Individual Rights in Education. David is a New York Times bestselling author, and his most recent book, Divided We Fall: America’s Secession Threat and How to Restore Our Nation, was released last September. David is a former major in the United States Army Reserve and is a veteran of Operation Iraqi Freedom, where he was awarded the Bronze Star.

Robert F. McDonnell

Governor Robert F. (“Bob”) McDonnell served as the 71st Governor of Virginia from January 2010 - 2014.

He served as Virginia’s Attorney General from 2006 - 2009 and as a Member of the Virginia House of Delegates from 1992 - 2006.

He is a former Virginia Beach Prosecutor and also former manager of a fortune 500 healthcare company.

Governor McDonnell is a 21-year veteran of the U.S. Army and U.S. Army Reserve, retiring in 1997 as a Lt. Colonel.

Governor McDonnell runs a consulting practice, The McDonnell Group, and practices law with the firm of Poole, Brooke, and Plumlee, PC in Virginia Beach. He is a law and government professor at Regent University and Liberty University. He is a regular contributor on Newsmax TV, and a member of the Board of Directors at Delta Star, Inc. He is the President and founder of Virginians for Reconciliation, and involved with numerous political and charitable organizations. He has 5 adult children and 7 grandchildren.

He received his MA in Public Policy and J.D. from Regent University, 1989 He holds an M.S.B.A., Business Administration, Boston University, 1980 He earned a B.B.A., Management, University of Notre Dame, 1976.

State Senator Elgie R. Sims, Jr.

SEN. ELGIE R. SIMS, JR. serves as State Senator for the 17th Illinois Senate District, which includes portions of the South Side of Chicago, Chicago’s South Suburbs, and Will and Kankakee counties. Prior to joining the Illinois Senate, he served nearly four terms as State Representative of Illinois’ 34th House District.

As State Senator, Elgie continues to put families and communities first. During his time in the Illinois General Assembly, Elgie has championed legislation focused on improving the quality of our schools, strengthening the middle class by creating good paying jobs and economic opportunities, bringing fiscal discipline to Springfield and passing commonsense public safety initiatives with the aim of making our streets safer.

Elgie currently serves as the Chairman of the Senate Appropriations Committee, the Vice Chairman of the Criminal Law and Redistricting Committees and also serves as a member on the Senate Ethics, Judiciary, Public Safety and Revenue Committees.

Born in Chicago, Elgie holds an undergraduate degree in political science from Illinois State University, a master’s degree from the University of Illinois and a J.D. from Loyola University Chicago School of Law. He and his wife reside in Chicago's Chatham neighborhood with their two daughters.
