In Ohio, when voters approve a school levy, the amount of money collected is based on property values at the time the levy passes. Meaning even if property values increase later, the revenue from that levy doesn’t go up. This is due to House Bill 920, enacted in 1976, which adjusts tax rates downward as property values rise to keep the revenue consistent. As a result, schools often need to propose new levies to secure additional funding.
