For over three years, the HEAR Commission crafted community programs, held public hearings and served the San Gabriel community addressing issues such as community-police relations, race relations, language accessibility, and mental wellness. Based on community surveys, one of the issues identified was safety for LGBTQIA residents. The Hear Commission started with hosting a booth during Gay Pride month and eventually developed a proposal for a more systemic approach, based on other city programs, called All Are Welcome.
The All Are Welcome Program, was proposed to be a safe space campaign geared toward identifying offices, business, and public areas as safe spaces for minority populations, specifically the LGBQT+ population. Interested businesses could ask for a window decal to show that they were safe spaces. City offices and opens spaces would also display the decal, which had been proposed to be a bell with the rainbow flag. The process of developing the proposal spanned 2023 and 2024 and had been approved as part of HEAR’s 2023 and 2024 work plan by the Council.
After City staff presented the All Are Welcome program at the February 20, 2024 City Council Meeting, Council Member Denise Menchaca raised questions about whether was a need for the proposed program. At the March 5, 2024 San Gabriel City Council Meeting, Menchaca introduced a motion to terminate the HEAR Commission altogether.
This motion will receive a formal vote on April 16, Item 7A.
