To promote league competition that follows the recommendations of the Pennsylvania Districts, State and National YMCA and USA rules.
The league is governed by an executive committee consisting of one (1) representative from each league member. Each member team is entitled to one vote on any matter before the committee.

The current District, State and National YMCA and/or USA rules shall govern all competition except where specific league rules have been adopted. USA Swimming rules are considered part of the YMCA rules. In such a case where USA and YMCA rules conflict, the YMCA Black Book rules shall apply.
Protests must be filed with the league president by close of business Monday after the event via email and should be copied to the league secretary and the representative of the opposing team.
