How to Acquire Pres/VP

Presidential Midterm Opinion
President may appoint someone to write up a opinion on each candidate in the midterm election
Each opinion may not be more than 354 characters
Each opinion must include only facts, no speculation/rumors or falsehoods
Vice President
-Replaces Pres if President is removed during midterm
-Not removable by midterms (but can be impeached with ⅔ Parliament vote)
-Temporarily fills positions lost in midterm until Pres fills them
Vice President Limits
When the Vice President is filling in for the President they shall be expected to follow the President's Agenda.
This means that if their actions using their Pres Powers deviate too far from what the Pres made clear they would have wanted, they will be prevented from using those Pres Powers
Vice President Emergency Powers
If someone in the Cabinet declares they are too busy to run the position or is declared inactive...
If there is no agreement for a Deputy holding the Cabinet Position on the behalf of the Cabinet Member...
The VP can choose to temporarily take over their positions but must follow any agenda those Cabinet Members had clearly stated.
Once the Cabinet Positions are active again or no longer busy, the VP must allow them to resume their position.
If the President declares they are too busy to run the position, the Vice President shall be allowed to temporarily take over until the President declares they aren't busy.
If the Pres is declared inactive, VP can take over until the Pres rejoins the server.

-There's a lv4 of loan charge enforcement but you need Admin permission to do it, it puts all the individual's stuff up for sale on either /sell or /ah to get money to repay the loan (they won't be allowed to use /ah so no getting the items off)

Electing Executives
Whoever has the most votes in Parliament Election gets to reserve positions first.
In the event of the tie then Gluon randomly generates who gets to reserve first.
Percentage of parliament control determines the percentage of reservations you get during your turn.
Filling Positions
Party leaders by default fill the position.
They may at any point before the next election give away the position to a player
How Percent of Vote determines Reservations
Step 1 : Take the total amount of exec seats available and split it into fractional seats based on percent of vote, this is your quotas
Step 2: Floor all those percent of votes, this becomes your floors
Step 3: Take quota - floor for each, that becomes your remainders
Step 4: Modify your remainders by adding extremely small randomly generated numbers
Step 5: Rank the parties by determining which of their modified remainders are closest to 1
Step 6: Add up all your floors, that's the amount of seats already assigned. Take total amount of exec seats available-amount of seats already assigned. This is your remaining amount of seats to assign.
Step 7: From top to bottom of the rank, give one seat from your remaining amount of seats to assign to each until you run out

What are Deputies
-Deputies are people who have the ability to use powers on your behalf.
-You can nominate Deputies, fire Deputies, establish conditional auto fires, establish conditional/limited powers from powers you have.
Embezzlement Rules
A: Embezzlement of funds is not allowed.
B: Embezzlement is defined as unfair use of funds for mere personal gain rather than doing your cabinet job.
C: Embezzlement is also defined as violating the Budget Guidelines or violating the UN Limits
