How to Acquire Pres/VP

-President must pick a Vice President before they take the President position

-Vice President is chosen by President and NOT the Executive Election System

-Vice President must be a player or AI party (who's not Pres)

President

-Appoints VP 

-Talk in Important Speeches : or grant someone permission to talk

-If a midterm results in a Executive (who's not President) losing position then Pres can fill it with a replacement player or AI Party (who's not them)

-If a impeachment results in a Executive (who's not President) losing position then Pres can fill it with a replacement player or AI Party (who's not them)

-All cabinet spending decisions must be approved by Pres

-Can order cabinet members not be allowed to do certain things regarding their powers, can reverse cabinet member decisions

Presidential Midterm Opinion

President may appoint someone to write up a opinion on each candidate in the midterm election

• Each opinion may not be more than 354 characters

• Each opinion must include only facts, no speculation/rumors or falsehoods

Vice President

-Replaces Pres if President is removed during midterm

-Not removable by midterms (but can be impeached with ⅔ Parliament vote)

-Temporarily fills positions lost in midterm until Pres fills them

Vice President Limits

When the Vice President is filling in for the President they shall be expected to follow the President's Agenda.

This means that if their actions using their Pres Powers deviate too far from what the Pres made clear they would have wanted, they will be prevented from using those Pres Powers

Vice President Emergency Powers

If someone in the Cabinet declares they are too busy to run the position or is declared inactive...

If there is no agreement for a Deputy holding the Cabinet Position on the behalf of the Cabinet Member...

The VP can choose to temporarily take over their positions but must follow any agenda those Cabinet Members had clearly stated.

Once the Cabinet Positions are active again or no longer busy, the VP must allow them to resume their position.

If the President declares they are too busy to run the position, the Vice President shall be allowed to temporarily take over until the President declares they aren't busy.

If the Pres is declared inactive, VP can take over until the Pres rejoins the server.

-This will determine how much of the specified money will be given to each player, this should be proportional to the percent of money they have compared to total money

-Change private loan interest rates (no negative)

-Use treasurer money to provide private loans to people (pick interest rates)

-Use treasurer money to pay back private bonds to people

Stock Purchase Powers

-Use treasurer money to purchase non UN stocks shares (the UN then makes a % of the revenue of the stock) *you're not allowed to do this if it's a obvious scam/bad investment

-Sell Treasurer bought stock shares

-Treasurer can vote on behalf of UN using the shares the UN owns

Money Transfer Powers

-Transfer treasurer money to other gov budgets

-Request execs transfer money to the treasurer

-Transferring money doesn't count as spending it

Loan Powers

-Decide when loan charges are enforced on people 

(You can't force someone to pay with a loan less than 7 days old)

-Decide level of loan charge enforcement (higher levels include lower level stuff)

(lv1 : Force payment, lv2 : negative money in your account, lv3 : monitor inventory to confiscate money items, lv4 : lock all money commands except /sell)

-You can use specialized plans like for example requiring a certain amount be deducted from their account during a cycle

-There's a lv4 of loan charge enforcement but you need Admin permission to do it, it puts all the individual's stuff up for sale on either /sell or /ah to get money to repay the loan (they won't be allowed to use /ah so no getting the items off)

Website Powers

-Add new advertisements about UN work and services available on the website

-Use diplomacy money to negotiate for treaties with nations/players that benefit the UN as a whole

-Add new advertisements about UN treaties available on the website

Treaty Powers

-Create treaties which prevent the UN gov (but not UN citizens) from doing certain things to one or more nations/players (however Parliament can override your treaty)

-Treaties expire when you're no longer Secretary of State

Electing Executives

Whoever has the most votes in Parliament Election gets to reserve positions first.

In the event of the tie then Gluon randomly generates who gets to reserve first.

Percentage of parliament control determines the percentage of reservations you get during your turn.

Filling Positions

Party leaders by default fill the position.

They may at any point before the next election give away the position to a player

How Percent of Vote determines Reservations

Step 1 : Take the total amount of exec seats available and split it into fractional seats based on percent of vote, this is your quotas

Step 2: Floor all those percent of votes, this becomes your floors

Step 3: Take quota - floor for each, that becomes your remainders

Step 4: Modify your remainders by adding extremely small randomly generated numbers

Step 5: Rank the parties by determining which of their modified remainders are closest to 1

Step 6: Add up all your floors, that's the amount of seats already assigned. Take total amount of exec seats available-amount of seats already assigned. This is your remaining amount of seats to assign.

Step 7: From top to bottom of the rank, give one seat from your remaining amount of seats to assign to each until you run out

Positions you can freely Deputize

-Executives : provided it is your position or you're filling in for that position

Positions you can only Deputize with +1/2 Parliament Approval

-Parliament Member

What are Deputies

-Deputies are people who have the ability to use powers on your behalf.

-You can nominate Deputies, fire Deputies, establish conditional auto fires, establish conditional/limited powers from powers you have.

Embezzlement Rules

A: Embezzlement of funds is not allowed. 

B: Embezzlement is defined as unfair use of funds for mere personal gain rather than doing your cabinet job.

C: Embezzlement is also defined as violating the Budget Guidelines or violating the UN Limits

Embezzlement Enforcement

A: Admin will block actions

B: If you persist in trying to embezzle then Admin won't let you withdraw or grant/loan government money for anything
