-Focuses on encouraging people to form nations

-Allow nations to control their citizens so long as they don't go against previous promises

-Don't reward people who are factionless. Discourage factionless behavior.

Expansionary

The UN should focus on the following...

-Increasing spending

-Reducing UN taxes 

-Growing the economy

-Increasing inflation

Rehab

-The UN will try to provide rulings which rehabilitate criminals

-Providing ways to get out of a penalty

-Providing legal resources if person was uninformed about law
