Disaster Risk Reduction and Management in Relation to Republic Act No. 10121

Disaster Risk Reduction and Management (DRRM) refers to the systematic process of identifying, assessing, and reducing the risks of disasters to minimize their impacts on communities, property, and the environment. In the Philippines, DRRM is institutionalized through Republic Act No. 10121, which provides the legal framework for a comprehensive and proactive approach to disaster management.

This law established the National Disaster Risk Reduction and Management Council (NDRRMC) and mandated the creation of Disaster Risk Reduction and Management offices at the national and local levels. RA 10121 emphasizes a shift from a reactive disaster response system to a proactive strategy that focuses on prevention and mitigation, preparedness, response, and rehabilitation and recovery.

Through RA 10121, local government units and communities are encouraged to actively participate in disaster preparedness, planning, and risk reduction efforts to build safer, more resilient communities.
