To meet this demand, Cagayan de Oro City's Local Public Transport Route Plan (LPTRP) has been officially approved and adopted through City Ordinance No. 14337-2022 dated 27 June 2022. The Land Transportation Franchising and Regulatory Board then issued Memorandum Circular 2023-003 dated 18 January 2023 Subject: Opening of Applications for the Issuance of New Certificate of Public Convenience(CPC's) of the Approved Route of Cagayan de Oro City Local Public Transport Route Plan under the implementation of Public Utility Vehicle Modernization Program (PUVMP).

Executive Summary of Cagayan de Oro City's LPTRP
The formulation of the Local Public Transport Route Plans (LPTRP) is based on and/or consistent with the Manual prescribed in the Joint Memorandum Circular No. 001, series of 2017, dated 19 June, 2017 of the Department of the Interior and Local Government (DILG), and the Department of Transportation (DOTr).
The Department Order No. 2017-011 or the “Omnibus Guidelines on the Planning and Identification of Public Road Transportation Services and Franchise Issuance”, stipulates that the Department of Transportation (DOTr) shall set the guidelines, criteria, and procedures for local public transport planning and help build local capabilities to prepare Local Public Transport Route Plans (LPTRPs).
With this, the LGUs shall be responsible for collecting data, analyzing public transport supply and demand, and identifying specific public transport supply gaps for travel within their territories and for capturing these in city and municipal public transportation plans.
In compliance and adherence to the above-said Omnibus Guidelines, the LGU of Cagayan de Oro formulated its Local Public Transport Route Plan 2019-2021. The LPTRP is anchored on the vision of Northern Mindanao as “the gateway and the leading industrial core and trade center in southern Philippines”, as well as in the Strategic Development Areas (SDAs) particularly SDA 1, “Realizing the Cagayan - Iligan Industrial and Trade Corridor” which specifically covers Cagayan de Oro City considered as highly urbanized City. The SDA will develop strategic corridors and network of urban centers to improve access and efficiency of services via improved linkages and transportation system back and forth settlements and key production areas.
The LPTRP also anchor on PRIMEHAT, the city administration’s eight-point agenda for sustainable, climate resilient, and inclusive socio-economic growth aims to provide safe, reliable, and sustainable transport for all amidst its imminent metropolitanization.
The formulation of the LPTRP has the following objectives:
• Formulate, prepare and submit the LPTRP of the LGU Cagayan de Oro;
• Determine the appropriate public transportation routes within the City based on passenger demand and corresponding public transport services;
• Review the existing transportation plans and aligned it to the provisions of the Omnibus Guidelines on the Planning and Identification of Public Road Transportation Services and Franchise Issuance and complement other transportation modes such as non-motorized transport (NMT), rail, maritime, and civil aviation;
• Identify and recommend new or developmental routes, new road facilities, and possible amendments or improvement on the existing transportation route plan of the City;
Undertake the collection of relevant data and conduct surveys necessary, and analyses for the LPTRP and conduct consultation to concerned stakeholders; and
• Conduct monitoring and evaluation of the approved and compliant LPTRP within six months after its full implementation and report the same to LTFRB any modification or amendment necessary to improve the LPTRP of the City.
