Theo (11) is from a traditional fishing village on the Mediterranean island of Malta. He embarks on his first fishing trip with his father Simon, grandfather Karmenu and a Malian migrant worker, Moussa. An accident sinks their boat Simshar, and the crew are left stranded in open water. Meanwhile, Alex - a medic reluctantly relegated to the migrant detention centre on the island - is dispatched onto the Leca; a Turkish Merchant vessel which rescued a group of stranded African migrants between Malta and Italy. The countries argue over who should take in the migrants, leaving Alex stuck on the vessel. On land, Theo's mother Sharin desperately tries to find out more about the missing Simshar, and, John - Alex's best friend and a soldier in the marine unit - tries to get him off the destitute Leca, but is hindered by several elements, including the search for the Simshar. As both groups try to survive at sea, the fate of the migrants and the Simshar’s crew cross to disastrous consequences.
