Complexity in defence, peace and security

CCS 2024 - Exeter (UK)

Satellite Conference

2nd or 3rd September 2024

The current international context has imposed a complete re-evaluation of the mechanisms of interactions between states, as well as between states and non-state actors. From this perspective, complex systems theory can provide tools to manage and address issues related to conflicts, defence, security and peace.

TOPICS

1. Network analysis to understand complex structures within security organizations and between armed, terrorist, criminal and peacekeeping groups. Organization, management and affairs of security, intelligence and investigation agencies and services, in complex environment.

2. Systemic approaches to cybersecurity, but also to cognitive warfare, disinformation, fake news, influence by foreign states, hybrid warfare.

3. Application of models and simulations to plan and evaluate defence strategies and peace interventions. Distribution and scale of armed conflicts, low intensity conflicts, asymmetrical and terrorist attacks, operations other than war, peace building and peace keeping, separatism, insurgency and guerrilla. Analysis of land, maritime, air, space, cyber and cognitive domains.

4. Study of the dynamics of conflict and cooperation also in relation to military strategy, international war relations, strategic studies, peace sciences, international studies, internal and international security.

5. Crisis Management and Humanitarian Response: using complex systems theory to optimize emergency response, crisis management and humanitarian operations; how complex systems theory can inform and improve peacebuilding strategies.

6. Insight into strategies to increase the resilience of communities and systems in the face of natural disasters, terrorist attacks and other security threats, emphasizing the importance of adaptability and continuous learning.
