Connor Adams| Life Scientist|United States Environmental Protection Agency
Connor Adams is a Life Scientist in EPA Region 9’s (Pacific Southwest) Enforcement Division. Connor’s role includes conducting Clean Water Act §402- Stormwater and Clean Water Act §311- Oil inspections as well as case development and State/Territory partnership building. Connor is the Pacific Islands lead for stormwater and oil enforcement and is placed-based in Region 9’s Pacific Island field office.
Courtney Cacace|Environmental Permitting Specialist/Biologist|AECOM
Ms. Cacace is an environmental permitting specialist and biologist with 11 years of experience specializing in environmental impact assessment, biological assessment, environmental permitting, resource and species protection, and environmental compliance. She has contributed to the preparation of environmental documents compliant with the National Environmental Policy Act and Hawaii Revised Statutes (HRS) Chapter 343.
Ms. Cacace has conducted permitting and consultation processes including Endangered Species Act Section 7 consultations with National Marine Fisheries Service (NMFS) and US Fish and Wildlife Service , Marine Mammal Protection Act Incidental Harassment Authorizations and Magnuson-Stevens Act Essential Fish Habitat consultations with NMFS, Clean Water Act (CWA) Section 401 water quality certifications, CWA Section 402 National Pollutant Discharge Elimination System permits and CWA Section 404 permits, Coastal Zone Management Act federal consistence determinations, National Historic Preservation Act (NHPA) Section 106 and HRS Chapter 6E consultations with the State Historic Preservation Division (SHPD), Special Management Area (SMA) permits and Conservation District Use Area (CDUA) permits. She has conducted wetland delineations and ordinary high water mark surveys to support US Army Corps of Engineers jurisdictional determinations and the 404 permitting process. Ms. Cacace has performed surveys and monitoring for endangered Hawaiian waterbirds, nesting bird, biological surveys and construction monitoring. She has prepared biological assessments for marine mammals, fisheries, sea turtles, avian and plant species.
Ms. Cacace has assisted clients with the development of best management practices to avoid and minimize potential effects to biological and historic resources. She has prepared training materials and provided environmental awareness training for workers specific to both marine construction and work in streams.
Jessica Chaim|Civil Engineer|AECOM
Jessica is a professional engineer at AECOM with 8 years of experience assisting municipal agencies with storm water management and National Pollutant Discharge Elimination System (NPDES) permit compliance. She has assisted with various aspects of storm water management, including construction and industrial NPDES compliance programs, the preparation and implementation of Storm Water Management Program Plans (SWMPPs), Storm Water Pollution Control Plans (SWPCPs), Storm Water Pollution Prevention Plans (SWPPPs), and Spill Prevention Control and Countermeasure (SPCC) plans.
AECOM currently serves as the program manager for the City and County of Honolulu’s NPDES Municipal Separate Storm Sewer System (MS4) Permit. In this role, Jessica has provided support to the City in developing its Rules Relating to Water Quality, BMP reference manuals, and currently serves as a storm water quality reviewer for the Department of Planning and Permitting reviewing Erosion and Sediment Control Plans (ESCPs) for building permitted projects
Ariana Chong|3rd Party Construction Manager|Jacobs Engineering
Ariana is an Environmental Scientist and Certified Inspector of Sediment and Erosion Control (CISEC) at Jacobs with 9 years of experience in Hawaii. She specializes in environmental compliance and environmental site investigations. She has provided environmental consulting and project management services for local industrial and commercial clients as well as government clients. Services provided have included assistance with National Pollutant Discharge Elimination System (NPDES) permit compliance, environmental compliance audits, preparation and implementation of Storm Water Pollution Prevention Plans (SWPPPs) and Spill Prevention Control and Countermeasure (SPCC) plans, and training.
Currently, she performs third-party oversight inspections at construction projects on behalf of the City and County of Honolulu. The purpose of the inspections is to ensure that best management practices (BMPs) are in place and properly installed as specified in the project’s Erosion and Sediment Control Plan (ESCP), and to ensure compliance with the City’s Water Quality Rules.
Ariana’s additional experience includes the development of technical training material in support of the City’s Municipal Separate Storm Sewer System (MS4) training program.
Dr. Ming Ding|Engineering Department Manager and Technical Advisor|AECOM
Dr. Ming Ding earned a Ph.D. in geotechnical engineering from the University of Hawaii at Manoa in 2000. Prior to that, he was an assistant professor at Jilin Institute of Architectural and Civil Engineering from 1989 to 1994, teaching geotechnical engineering and engineering geology classes. Dr. Ding currently serves as Engineering Department Manager and Technical Advisor for AECOM Technical Services, Inc., West Region, Pacific District. Dr. Ding manages 30+ civil engineers on a variety of civil engineering projects, including but not limited to, highway and bridge, subdivision, commercial development, municipal infrastructure improvements, storm water management, flood control and military support systems. Dr. Ding is responsible for strategic planning, meeting with clients, technical advising, financial performance and successful delivery of the projects.
Liz Fifer|Sr. Environmental Manager|Kiewit Corporation
Ms. Fifer, Sr. Environmental Manager, has more than 10 years of experience with environmental permitting, compliance, and risk assessment in construction. In her current role she leads the Environmental Department in training and auditing. In this role, she trains and develops our project level environmental coordinators ensuring each of our projects are successful.
Ms. Fifer has worked on a variety of projects across North America and is a certified Erosion Sediment and Storm Water Inspector, and a Qualified Stormwater Practitioner in the state of California. She’s received honors as Environmental Coordinator of the Year and Environmental Job of the Year, and has completed Kiewit’s Leadership Succession Program. Ms. Fifer has an environmental engineering degree from Montana Tech where she played volleyball.

Mark Leoncio|GIS System Analyst|Department of Planning and Permitting
Mark has over 16 years of experience with the Department of Planning and Permitting’s Site Development Division analyzing and bridging engineering review, permitting, and inspections with technology. Mark has also worked as a civil engineer with focus on site grading and construction plan reviews within the public right-of-ways, as well as the ePlans system administrator for site developments. Recently, as a GIS Analyst with the Honolulu Land Information System since 2015, he now supports both the POSSE and Honolulu ePlans systems as a whole which includes staff training and public workshops. He also worked on the migration and deployment of new hardware and mobile inspection applications for all disciplines, the recent upgrade of the Honolulu ePlans system for Building Plans, the installation of more online Building Permit types, the implementation of the Stormwater Quality review workflow and inspection processes on the DPP permitting system, and the electronic submittal of Construction As-builts in ePlans.
Russell Leong|Engineer|City and County of Honolulu|Department of Facility Maintenance Storm Water Quality Branch
Russell is currently working in Storm Water Quality Branch. Retired from US Army Corps of Engineers, Honolulu District, Regional Technical Center as a geotechnical reviewer. He also provided storm water compliance assistance to the Alaska District. He previously held Wastewater and Storm Water Program Manager positions for the US Army Garrison Hawaii where he assisted the Army in removing their wastewater notice of violation and maintaining their small MS4 permit compliance.
Jennifer Little|Environmental Scientist & Lead 3rd Party Construction Inspector|Jacobs
Jennifer attended Indiana University School of Public and Environmental Affairs. She has over 13 years of professional experience in pre-construction surveying, environmental permitting, and over 10 years experience in NPDES construction inspections and stormwater compliance.
She has worked in several mainland states including Georgia, Florida, South Carolina, North Carolina, and California. Jennifer moved to Hawaii in January 2016 to establish the 3rd Party Construction Inspection Program with the City and County of Honolulu’s Department of Facility Maintenance.

Darryl Lum|Engineering Section Supervisor|Department of Health Clean Water Branch
The CWB Engineering Section administers the National Pollutant Discharge Elimination System (NPDES) permit program for discharges of wastewater and storm water. In addition, the Section also issues Clean Water Act Section 401 Water Quality Certifications. Darryl is a graduate of the University of Hawaii at Manoa. He has worked at the CWB for 13 years.
Marleina Lyons-Wolfe|Senior Environmental Scientist|Enviroservices and Training Center, LLC
Marleina Lyons-Wolfe, CISEC, is a Senior Environmental Scientist at EnviroServices and Training Center, LLC (ETC) with 18 years of environmental industry experience, specializing in environmental compliance, environmental impact analysis, and environmental support services for private and government clients. She has provided training on best management practices for erosion and sediment control, industrial storm water, independent inspections, pesticide-impacted soil awareness; conducted NPDES Permit related audits and inspections for Federal and State regulatory clients; and prepared audit and inspection reports, Storm Water Management Program documents, Storm Water Pollution Prevention Plans (SWPPPs), National Environmental Policy Act (NEPA) documents, and SPCC Plans. Marleina’s experience also includes working for the State of Florida Department of Environmental Protection where she coordinated a statewide erosion and sediment control inspector training program and managed 319(h) grant funded stormwater retrofit projects for municipalities. Additionally, she worked for an asphalt paving and construction company where she provided environmental support services at asphalt plants and on construction projects. Marleina’s experience also includes conducting audits and inspections of MS4s and industrial facilities for compliance with the NPDES permit programs and preparing reports for both the U.S. Environmental Protection Agency and state regulatory agencies.
Tiffany McEachen|Senior Project Manager|Jacobs
Tiffany is a senior project manager based in Denver, CO, with over 19 years of experience in professional engineering, consulting and program management for water infrastructure programs and projects throughout the US.
Tiffany’s background is in water resources engineering. She currently works as an environmental management consultant for MS4, stormwater, green infrastructure, sanitary sewer, and water and wastewater treatment facility projects.
Tiffany provides senior quality and risk reviews of projects during design and construction, for compliance with environmental, regulatory, and permitting requirements. Tiffany’s prior experience includes design, construction contract administration, resident engineering and inspection services during construction.
Outside of work Tiffany enjoys running and spending time with her family (often at swim meets).*Licensed in Colorado.
Lynel Rabago|Senior Project Manager|G70
Lynel was born and raised on the island of Kauai. After graduating high school and driven by a sincere desire to integrate “green” design into everyday living, she moved to Seattle in the ‘90s where curb side recycling and canvas shopping bags were the norm. Graduating with a Master of Science in Engineering degree with a focus in storm water treatment from the University of Washington, she has continued to champion smarter living with respect to the environment professionally for the last 15 years. Personally, at home she uses photovoltaics, rain barrels and compost to live in better harmony with nature.
Today working for G70, she incorporates low-impact design into projects and helps the city to develop stormwater quality related guides, code review, and presentations to facilitate implementation of “green” infrastructure here in Hawaii.
Codee Samala-Passos|Staff Engineer|The Limtiaco Consulting Group, Inc.
Codee Samala-Passos is an Engineer-in-Training and Staff Engineer with The Limtiaco Consulting Group. At first glance, John Katahira and Jamie Tanimoto thought his “diverse” resume was a joke. Codee graduated from Seattle University with a BSc in Civil/Environmental Engineering. He volunteered in a small village in Zambia. He also is training to become a cultural practitioner in traditional Hawaiian healing. In his long career of a single year, he has specialized in stormwater compliance: developing SWPPPs, performing ESCP coordinator duties, and assisting in the development of a Stormwater Program to increase NPDES and stormwater compliance in the City.
Larissa Sato|Project Manager|WSP USA, Inc.
Larissa Sato is a Professional Civil Engineer and Project Manager with WSP USA, Inc., formerly Parsons Brinckerhoff. She is also a Certified Inspector of Sediment and Erosion Control (CISEC). Her 31 years of experience include environmental permitting and compliance, planning, design, construction support, and program management. She has served as a consultant for the State of Hawaii, Department of Transportation, Highways Division (HDOT) for over 20 years, which includes assisting with design management and construction support for various Interstate Route H-3 Projects, and acting as the Deputy Program Manager on HDOT’s Storm Water Management Program. In this role, Larissa assisted HDOT in developing HDOT’s Storm Water Management Program to meet the stipulations of HDOT’s Consent Decree and Municipal Separate Storm Sewer System (MS4) National Pollutant Discharge Elimination System (NPDES) Permit.
Since 2010, Larissa has assisted HDOT Highways Division Oahu District in environmental compliance for all contract construction projects on Oahu. In this role, Larissa has helped to develop and expand the HDOT Highways Division Oahu District environmental compliance program.
In addition, since 2015, Larissa has assisted the City and County of Honolulu, Department of Design and Construction, Civil Division (DDC CD) in environmental compliance in construction. In this role, she assists DDC CD with program and project level environmental compliance, including, but not limited to, Clean Water Act (CWA) Section 401 Water Quality Certifications; CWA Section 402 National Pollutant Discharge Elimination System, including development and review of Storm Water Pollutant Prevention Plans, Discharge Reporting and implementing processes and guidelines to ensure environmental compliance in construction; and CWA Section 404.
Jamie Tanimoto|Environmental Manager|The Limtiaco Consulting Group, Inc.
Jamie graduated from the University of Hawaii at Manoa with a Bachelors of Science degree in Global Environmental Science a pretty long time ago. She spent ten years of employment with the Hawaii Department of Health, Clean Water Branch, Enforcement Section, bugging National Pollutant Discharge Elimination System permit holders, performing stormwater and process wastewater inspections of facilities from construction sites to landfills, evaluating stormwater management efforts of MS4 programs on Oahu, writing inspection reports, and sending out mean letters. After failing to save the world through unionized civil service, she is now working with The Limitiaco Consulting Group as an Environmental Manager, humbly spreading the good stormwater word to the people and encouraging all to not be afraid of the big bad regulator.
Rick Teczon, PE, QSD|Supervising Engineer|Kennedy/Jenks Consultants
Mr. Teczon is a California Professional Engineer and Qualified Stormwater Pollution Prevention Plan Developer (QSD) with nearly 20 years of experience providing engineering support on a wide variety of industrial and municipal projects. He completed a Bachelor of Arts in Environmental Studies at the University of California at Santa Cruz, a Bachelor of Science in Civil Engineering at the University California at Berkeley, and a Master of Science in Environmental Engineering at Stanford University.
His professional experience began at the California Department of Transportation (Caltrans) and has continued as a consultant with Kennedy/Jenks Consultants. He has supported stormwater management projects in a range of settings, including toll bridge and highway facilities in the San Francisco Bay Area, railroad facilities in California and Montana, municipal facilities in Southern California, and industrial facilities throughout California. His recent experience includes regulatory agency permitting assistance for National Pollutant Discharge Elimination System (NPDES) permits, stormwater management infrastructure analysis and design, and stormwater pollution prevention planning and compliance. He has prepared numerous Stormwater Pollution Prevention Plans (SWPPPs), drainage reports, and construction documents (plans, specifications, and estimates [PS&E]). He has experience in groundwater remediation and monitoring programs; production and management of water balance calculations, and hydrologic and hydraulic calculations, including pump station design, pipeline design, grading and drainage design, and stormwater treatment design.

Last year The Limtiaco Consulting Group was the recipient of ASCE’s Outstanding Civil Engineering Achievement Award for Best Sustainability Project and ACECH’s Engineering Excellence Award for Yvonne’s design of LID and permanent BMPs at Wahiawa Police Station. The project successfully improved water quality to Wahiawa Reservoir.
Lauren Carter-Roth Venu|Founder and President|Roth Ecological Design Int. LLC
Lauren Roth Venu is the Founder and President of Roth Ecological Design Int. LLC, a strategic water planning and design firm with a focus on green infrastructure. She is also the Founder of 3Rwater which created the Follow the Drop mobile application, which serves as a data collection and analysis tool to encourage sustainable water management practices. Her academic background is in the water sciences and policy with a Bachelor of Arts in Water and Environmental Science from the University of Colorado at Boulder and a Master of Science in Oceanography from the UH Manoa. She is also a fellow of the Water Environmental Federation Leadership Program and the United Nations University /East- West Center’s ProSPER.net Leadership Program and was recently certified by WEF as a National Green Infrastructure Certification Program trainer. Randall Wakumoto|Branch Head|City and County of Honolulu, Department of Facility Maintenance, Storm Water Quality Branch
Randall has a Bachelor of Science’s degree in Civil Engineering from Santa Clara University and is a licensed professional engineer in the State of Hawaii. He has 22 years of engineering work experience with the City and County of Honolulu and is currently the branch head for the Storm Water Quality Branch under the Department of Facility Maintenance. As head of the branch, his responsibilities include administering the City’s storm water management program which includes coordinating various types of inspections, enforcement, water quality sampling and monitoring, public education, outreach and training.
