"Instructional design begins with the learner, not the content." - M. David Merrill
Audience: Individuals involved in the defense industry who need a foundational level of ITAR compliance knowledge
Problem: Employees at Quellish Foundries (a semiconductor company that does defense contracting with the US government) have minimal understanding of the ITAR and how to comply with the regulations to secure ITAR data - resulting in violations and costly penalties for the company
Solution: Individuals will be able to learn basic terms, definitions, and concepts, understand what the regulations are and how to apply them to ITAR data security; the company will avoid future violations and penalties
Highlights: Interactions with matching, flash cards, accordion, multiple choice/response, and knowledge checks
Process: After an initial meeting with stakeholders to understand the problem, I quickly created a training prototype in Articulate 360 Rise. Through regular feedback loops, I ensured the final training course aligned with the company's goals and learner needs. Flexibility during the development process allowed me to test ideas, quickly identify what works and what doesn’t, and refine the content in real-time.
Kirkpatrick Level 2: This includes interactive exercises, knowledge checks, and a final assessment to ensure learners can apply new concepts immediately. Each assessment includes 5 scenario-based questions, with a passing score of 80%.
Kirkpatrick Level 3: Includes post-training surveys, interviews with learners and supervisors, and performance metrics to track training outcomes.

Deliverables:
Audience: Individuals involved in the export of controlled items who need a basic level of understanding of the export control regulations for their role
Problem: Employees have little to no understanding of export control regulations or the importance of adhering to them due to a lack of training and standard procedures; coupled with deficiencies in the company’s export compliance program, problematic transactions have resulted in avoidable government scrutiny; violations have occurred and not been reported properly resulting in fines and negative publicity
Solution: This course is one in a series covering basic Export Control topics to foster adherence to the regulations, and lower or eliminate the risk of violations and costly penalties for non-compliance
Highlights: Continuous scenario including, tabs, click-to-reveal, accordion, drag and drop, multiple choice/response and matching knowledge checks, and a performance-based assessment
Process: After meeting with senior leadership and key stakeholders to understand the problem, I researched the export regulations and simplified them to facilitate compliance. Then, I created a Design Doc and Storyboard to provide more details and obtain approval from the client. I developed the training in Articulate 360 Storyline, along with a downloadable reference guide on how to identify red flags in export transactions. After implementation of training, results are evaluated using:
Kirkpatrick Level 2: Consisting of interactive exercises, a knowledge check embedded midway, and a final assessment at the end of the training course. Each assessment includes 5 scenario-based questions, with a passing score of 80%.
Kirkpatrick Level 3: Includes post-training surveys and follow-up meetings at regular intervals, primarily with impacted staff members to understand the trainings user-friendliness, content relevance, and overall effectiveness of the training in their jobs.
