Xeva reappeared mere days ago. I was under the impression from Vexen that if she were to expire, she would not be recompleted. Obviously, this was false - I am very aware that she was killed when the Castle collapsed after Sora's intrusion. Yet here she is. Neither Xemnas nor Xehanort are aware that she has returned, or if they are, they do not think she will be an issue. I am suspicious as to why she has been hovering around Xigbar if to not place herself among our number. Rarely does she interact with other members, especially not those who were injured after her "incident". It's almost like she feels guilt for her actions. 

She looks significantly different from when she was placed in containment. Older now, her uncomfortable resemblance to Xigbar has worsened. Her jumpsuit is inverted now, but the Nobody insignia on her upper thigh is still blazing bright. It would be extremely odd to bear the mark as a human - why would she willingly return to her Nobody form? I do not trust the way she and Xigbar seem closer now than in the original Organization. There is a deep history between them that they refuse to acknowledge.
