Bailey was probably born to Bailey Morton and Catherine about 1824 in Oneida, USA.Bailey, an American gold miner, arrived in Australia about 1852. Bailey married Margaret Hodge on 9 May 1854 in Scots Church, Pitt St, Sydney, NSW.

Bailey was mining in 1864 and was still a miner when he was arrested in 1865 at Adelong as a lunatic and sent to Goulburn Gaol. The use of chemicals, such as cyanide, to extract gold from low ore-bearing rock often resulted in serious side effects such as lunacy. He was described as 5’9”, stout, blue eyes and bald, with anchor and rope tattoos on his arms and hands. He was transferred to Darlinghurst Gaol, before finally being committed to the Lunatic Asylum, Tarban Creek, Gladesville NSW. He died in th asylum on 14 October 1867, and was buried in the asylum cemetery on 16 October. The causes of his death were mania dementia and general paralysis, which he had suffered for eight months.
