Planning ahead and packing properly can facilitate the screening process and ease your travel experience at the airport. Know what you can pack in your carry-on and checked baggage before arriving at the airport by reviewing the lists below. Even if an item is generally permitted, it may be subject to additional screening or not allowed through the checkpoint if it triggers an alarm during the screening process, appears to have been tampered with, or poses other security concerns. People in Texas carrying a handgun that is partially or wholly visible must carry it in a holster. Before the law changed in 2021, people in Texas needed to have a license to openly carry a handgun and they needed to carry their handgun in a "shoulder or belt holster."

Now, a license is not required to carry openly. Section 46.02 (a-5) of the Texas Penal Code now only uses the term "holster," rather than "shoulder or belt holster." The law does not provide a definition of the word "holster."

The law stipulates, however, that these rules and regulations may not either "generally prohibit" or "have the effect of generally prohibiting" license holders from carrying concealed handguns on campus.

The University of Texas at Austin is committed to providing a safe environment for students, employees, university affiliates, and visitors, and to respecting the right of individuals who are licensed to carry a handgun as permitted by Texas law. UT Austin is obliged to follow Texas law to the letter and is not at liberty to enact policies or provisions that violate it. Any changes to the law must come through the state legislative process.

S.B. 11 deals only with the concealed carry of handguns by people who have a license to carry handguns in Texas. It remains illegal to display a firearm in campus buildings or on campus streets, sidewalks, walkways, etc.

S.B. 11 authorizes concealed campus carry only by "license holders," that is, persons who obtain a license to carry a handgun under chapter 411 of the Texas Government Code. To obtain a license to carry, applicants must receive state-mandated training and meet other statutory requirements.

In general, students with a license to carry have the right to carry a concealed handgun in classrooms. UT staff and faculty members do not have authority to ban handguns from classrooms. Excluding handguns from classrooms would have the effect of generally prohibiting student license holders from exercising their right to carry, and thus would violate state law.

S.B. 11 covers concealed carry only on campus and in buildings owned or leased by the University. Fraternity and sorority houses are neither on campus nor owned or leased by the university. The same is true for the various private residential facilities in which many UT students live. S.B. 11, therefore, does not affect fraternity or sorority houses or private residential facilities, and the University is not authorized to enact rules or regulations regarding concealed carry in any of those places.

Cremated remains may be carried on board, in addition to your carry-on allowance, provided they are stored in a cardboard or wooden box or an urn made of a material that can be security screened (with a tight-fitting lid to ensure no spillage occurs).

Wedding dresses can be carried on board and stored in the overhead bin provided the garment bag does not exceed maximum carry-on limits. Note that items in the overhead bin can shift during the flight, possibly causing delicate pieces to be wrinkled, crushed or torn.

A person who is 21 years of age or older may apply for a license to carry. Submit a completed application for a Pennsylvania License to Carry Firearms to the sheriff of the county you live in. If you live in a city of the first class (Philadelphia), submit the application to the chief of police of that city. Remember the required fee.


Pennsylvania may issue a nonresident License to Carry Firearm permit to an out of state resident, however the applicant must already possess a current license, permit, or similar document to carry a firearm issued from one's home state.

A License to Carry Firearms is issued to carry a firearm concealed on one's person or in a vehicle within this Commonwealth. Any person who carries a firearm concealed on or about his person except in his place of abode or fixed place of business without a valid and lawfully issued license commits a felony of the third degree.


In 1995, the Pennsylvania General Assembly gave the Attorney General the authority to enter into reciprocity agreements with other states providing for the mutual recognition of each state's license to carry a firearm.


Other information included under "Firearm Reciprocity" is a list of states that allow individuals to carry concealed weapons in their state as long as they have a valid concealed weapons permit from their home state, regardless of whether or not there is a reciprocity agreement with that state. These states usually require the individual to have the actual permit and photo ID on their person while carrying the weapon. Weapons laws in different states can and do have different definitions and restrictions. Because of those differences, Missourians who have CCW permits and are planning to carry concealed weapons while traveling in and through the states that now recognize Missouri permits may still want to contact law enforcement authorities in those states to clarify any specific questions.
