I'm a fiscal policy consultant in the Fiscal Management Division of the Inter-American Development Bank, and a research fellow at the Bureau d’Economie Théorique et Appliquée.
My research explores how countries design budgetary frameworks that support long-run fiscal sustainability. I also analyze how fiscal rules, independent fiscal institutions, and transparency practices improve policy credibility and shape socioeconomic outcomes. Recently, my work has focused on strengthening fiscal councils, measuring government transparency, and improving the clarity and use of escape clauses in fiscal frameworks.
As a consultant and researcher, I specialize in developing economic policies that promote sustainable public finances while leveraging technology to implement effective solutions. I am part of the FISLAC team, dedicated to creating innovative technology solutions tailored to the needs of the region's countries. Our work supports the development of rules-based macroeconomic frameworks, as seen through initiatives like the Latin America and the Caribbean Compliance Hub.
In addition to my consulting and research work, I have been a Temporary Assistant Professor ( MCF contractuel) at the Université de Strasbourg and an Adjunct Lecturer at Paris 2 Panthéon-Assas, Sciences Po, and the Aix-Marseille School of Economics, where I have taught macroeconomics, general economic policy, statistics, and introductory economics courses. My teaching emphasizes the practical application of economic theories to fiscal policy and public finance, preparing students to bridge the gap between academic knowledge and real-world policymaking.
My main research and policy interests center on fiscal policy, fiscal rules, and the sustainability of public finances.
