This initial assessment of Carl G. Lauro Elementary School was conducted by Downes Construction on Monday, August 12, 2024.
Project Overview
The City of Providence and PPSD are exploring the possibility of using Carl G Lauro Elementary School as a swing space to temporarily relocate students while their schools undergo renovation. The project scope will include renovations and upgrades to various aspects of the school, ensuring a better environment for students, staff, and visitors.
Key Improvements
1. Painting:
Repainting all vertical walls, doors, ceilings (where applicable), railings, and previously painted brick walls throughout the building. Perform the necessary prep work, including infill, repair of water damage, caulking, and sanding, will be conducted.
Excluded are brick walls left in their original state.
2. Window Shades:
Installation of new window shades throughout the school, with considerations for reusing existing shades where feasible.
3. Smart Boards:
Provision and installation of smart boards in every classroom, enhancing the learning experience with modern technology.
4. Radiator Covers:
Design and the construction of custom radiator covers for all exposed radiators accessible to students.
5. Restrooms and Plumbing:
Deep cleaning of all restrooms and ensuring all plumbing fixtures, including sinks, toilets, urinals, and stall doors, are in proper working condition.
6. Drinking Fountains:
Replacement of eight existing drinking fountains with modern bottle-filling stations that include a drinking fountain feature.

7. Door Hardware/Locks:
Replacement of all door key cores throughout the building to improve security and functionality.

8. Signage and Numbering System:
The purchase and installation of appropriate signage and a numbering system for the entire building.
9. Cafeteria:
Comprehensive refurbishment of the cafeteria, including floor replacement, water infiltration repairs, ceiling tile replacement, and installation of a turnkey AV/projection system.
10. Clock/Phone/Intercom System:
Installation of a standard clock, phone, and intercom system to improve communication within the school.
11. Water Infiltration Mitigation:
Investigation and repair of water infiltration issues in key areas, including bay windows in staircases, 3rd-floor elevation, and egress points.
12. Copy Room:
Repairs to address water infiltration, replacement of carpet/flooring, and restoration of water-damaged walls, ceilings, and millwork
13. Damaged Lockers:
Replacement or removal of damaged lockers throughout the building.
14. Secured Vestibule:
Design and installation of a secured vestibule to enhance the school's entry security, including necessary access controls and security features.
15. ADA Accessibility:
Updates to ensure ADA accessibility to several rooms and egress points within the school.
16. Gymnasium Improvements:
Addition of padding to perimeter walls in both Gym A and Gym B, floor cleaning, and ceiling repair/repainting in Gym B.
17. Parking Lot/Play area:
Repair and resurfacing of the front and back parking lots, painting of games on the blacktop for recess activities, and cleaning/staining of the outdoor classroom area.
18. Allowance Items:
Brick/CMU Repair: An allowance for predetermined square footage repairs to brick and CMU, particularly on the 3rd-floor elevation.
HVAC System Testing: An allowance for comprehensive testing of the HVAC system to ensure proper functionality.
A walkthrough, conducted on Tuesday, August 20th, 2024, included representatives from PPSD, PVD, and DCC. The primary objective was to gather feedback from PPSD and PVD following the initial site assessment by Downes Construction. This feedback will be used to refine the scope of work, which will be reviewed by PVD, PPSD, and DCC.
Painting and Preparation Additions:
• Paint all vertical surfaces, including cork boards, columns, and built-in shelving units.
• Repair any exposed openings on walls and remove all staples, screws, and foreign objects. Scrape, prime, and prep the surfaces accordingly.
Requests from PPSD and PVD:
• Insulate exposed pipes. (Tracy, PPSD)
• Paint cork boards. (Tracy, PPSD)
• Remove and dispose of all whiteboards/dry-erase boards, as they are no longer usable. (Tracy, PPSD)
• Purchase and install smart boards, IT drops, wireless access points, large printers, and security items. (Tracy & Brian, PPSD)
• Ensure all doors throughout the building are in proper working condition. (Tracy & Brian, PPSD)
• Update the Be Safe map. (Tracy, PPSD)
• Create evacuation maps. (Tracy, PPSD)
• Purchase a mobile audio system (microphone and speakers) for the cafeteria. (Tracy & Brian, PPSD)
• Purchase a mobile smart board for the cafeteria. (Tracy & Brian, PPSD)
• Purchase and install kitchen equipment, or repurpose equipment from another school. (Brian, PPSD)
• Allocate maintenance funds for locker repair. (Brian, PPSD)
• Design and construct secured vestibules in each wing of the school. (Tracy & Brian, PPSD)
• Install an exterior service ramp, replacing Line Item 15 (ADA Accessibility) from the initial assessment. (Tracy, Brian, John: PVD & PPSD)
• Purchase and install FF&E, or repurpose FF&E from another location. Disassembly, move management, and installation costs will need to be included for repurposing. The FF&E includes cafeteria tables and seating. (Tracy & Brian, PPSD)
