Each crew can then choose an itinerary that corresponds to its ability, and travel at its own pace. Philmont reserves the right to combine smaller crews within contingents or multi-crew groups to maximize staff resources. Also, please note the following restrictions:
Two registered adult leaders 21 years of age or over are required at all Scouting activities, including meetings. There must be a registered female adult leader over 21 in every unit serving females. A registered female adult leader over 21 must be present for any activity involving female youth. Notwithstanding the minimum leader requirements, age- and program-appropriate supervision must always be provided. The best available adult leadership should be recruited to accompany each crew. In keeping with the policy of the Boy Scouts of America, there are no gender restrictions for adult leadership at Philmont except that each coed Venturing crew must have coed adult leaders. Each adult must be a registered member of the Boy Scouts of America. Each Philmont expedition or group must have at least two (3 leaders will be required in 2025 and is strongly recommended for 2024) BSA registered adult advisers for Scout groups. Adult advisers must be at least 21 years of age. There must be a registered female adult leader over 21 in every unit serving females. Each crew is required to have a majority of youth participants, and the maximum number of adults (over 21) is four per crew. Participants 18 through 20 years of age may be counted as youth or adult crew members. Adult program participants must register as adults and follow Youth Protection policies. Coed Venturing crews are required to provide coed leadership while en-route to and from Philmont and while hiking the trails of Philmont. A coed Venturing crew must have at least one male adviser and at least one female adviser, each of whom must be at least 21 years of age. Male and female youth participants will not share the same sleeping facility.
Philmont places a special emphasis on physical preparation. Each group must carefully select participants who are capable of completing an expedition. The Health/Medical Requirements section of this site can serve as a guide in selecting crew members who can successfully meet the challenges of a Philmont expedition.

Learn to Talk is a highly enjoyable slice of RIO tomfoolery. As a genre, RIO has areputation for being rather serious and dour a lot of the time, but artists like RobertWyatt, Slapp Happy and Sammla Mammas Manna have an anarchic, Dadaist sense ofhumour that is much in evidence here. The use of tapes, especially Ronald Reagan'svoice, gives the album a slightly dated feel, but the energy and inventiveness of thedouble one man band line up is still staggering. There are four live tracks included from1982 -4. Sick As A Parrot is a radio/tapes sound collage incorporating a few bars of YViva Espana, which segues into Automatic Pilot (lyric: 'I'm on automatic pilot'). Hook isof historical interest as it features Dave Newhouse of The Muffins, who toured withSkeleton crew but appeared on neither studio album, while the album closes with Frithand Cora tackling Massacre's Killing Time - a power trio masterwork played by a powerduo. Superb guitar from Frith, magnificent cello/bass from Cora and somehow theymanage to play the drum parts as well - breathtaking, and much the strongest of thebonus tracks.On Country Of The Blinds the two one man bands were joined by Zeena Parkins, a onewoman band, which gave a more varied sonic palette. No tapes this time, the beguilingcomplexity of the duo was taken to another level and the vocal arrangements becamedeeper and more layered. Six live tracks are included, most of them of excellent soundquality. Frith's guitar is more prominent than on the studio recordings, and the goodhumour and unique interplay of the band is obvious - on Cora's solo showpieceHowdyhoola Too audience laughter is clearly audible. Second Rate is probably theirmost overtly political song and is delivered with almost brutal directness and showsjust how tight they could sound. More unexpected is an accordion driven version ofJelly Roll Morton's New Orleans Stomp, which is played with verve as gypsy jazz.Proceedings are brought to a close with Hasta La Victoria, which recalls the chaoticsound of Learn To Talk.In some ways this is an object lesson in how reissues should be presented. The livematerial is as strong as the studio recordings (although the extras on disc 1 are of lessthan pristine sound quality) and there are no alternate versions of any of the albumtracks. Rather than filling the discs with extraneous material, the additional tracks havebeen selected to complement and add to the original albums. Skeleton Crew wereunique and have an important place the development of 80s RIO. This collection is afitting monument both to the band and to the brilliant Tom Cora, whose untimely deathdeprived the world of a remarkable musical talent.
