A decal on your windshield entitles you to park in any legal space on the island without paying the parking fees, although time limits in some areas are still in effect, so you need to stay aware of the time if you are in a short-term spot.

Decals are associated to a single vehicle, so to purchase, you must bring your paid tag registration, and the decals must be permanently affixed on the driver's exterior windshield in order to be valid. Motorcycle stickers are also available for the same fee and must be placed on the front forks of the bike for visibility to a parking officer. There are a total of 19 electric vehicle charging stations located in Parking Lot 4, bottom of the 871 Marsh Parking Structure. These are not parking stalls. There are two electric charging stations that include Disabled parking but you must be charging and have either a Disabled Placard or Disabled License Plate.

Yellow: No stopping, standing or parking at any time between 7am and 6pm every Monday to Saturday, and between 1pm and 6pm every Sunday, unless otherwise indicated by posted signage, for any purpose other than the commercial loading or unloading of materials by a commercially registered and licensed vehicle or a professionally signed passenger vehicle that displays an authorized commercial loading zone permit or for the purpose of loading and unloading of passengers by passenger vehicles. The commercial loading zone permit requirements and fee shall be established by resolution.

White: No stopping, standing or parking for any purpose other than loading or unloading of passengers, or for the purpose of depositing mail in an adjacent mailbox, which shall not extend beyond the time necessary therefor and in no event for more than ten minutes, and such restrictions shall apply between 7am and 6pm every Monday to Saturday, and between 1pm and 6pm every Sunday. Additional white zones have also been installed in areas where there is a high need for pick-up and drop-off services. The white zones allow for vehicles to be parked for up to 10-minutes and can be unoccupied during that time. This gives people enough time to complete their pick-up and drop-offs without being subject to citation. Exception are listed below

B. The loading or unloading of materials shall be allowed only for those deliveries made by commercially registered and licensed vehicles or professionally signed passenger vehicles displaying an authorized commercial loading zone permit that is used for commercial business deliveries; also, the delivery or pickup of express and parcel post packages and United States mail. The short answer is no. Sometimes, the City will choose to reduce the parking funds collected each year by offering free or discounted parking programs. However, this comes at a cost.
