Before starting anything, pick a starting location which will be a long term solution because as you expand your configuations it will get difficult to change everything later.
I prefer network location because its easily sharable and backed up.
Pros:
Easily shared to multiple people
Harder for people to copy and use it at another company.
Cons:
If the domain or VPN is not available the menu and resources are no longer available.
Picking a local hard drive location has pros and cons.
Pros:
Continues to work even iof the company domain is not available
Cons:
More difficult to share
Once a location has been decided, make sure that it is read only to everyone but the CAD Admin
Then figure out how you want to organize the CAD Resources
\Blocks
\Linetypes
\Plot Styles
\CUI
\LISP
\Templates
etc.
