Thank you for your May 7, 2004 letter to the Department of Labor, Occupational Safety and Health Administration (OSHA). This letter constitutes OSHA's interpretation only of the requirements herein, and may not be applicable to any question(s)/scenario not delineated within your original correspondence. You had a specific questions regarding the sound level of a warning device (horn) located on a forklift. We apologize for the delay in responding to your request.


Question: When a forklift has a weak sounding horn, what determines whether it should be replaced or not?


Reply: OSHA's standard 29 CFR 1910.178(q)(7) requires that industrial trucks be inspected at least daily and not be placed into service if the examination shows any condition that may adversely affect the safety of the industrial truck. Additionally, 1910.178(p)(1) states, "If at any time a powered industrial truck is found to be in need of repair, defective, or in any way unsafe, the truck shall be taken out of service until it has been restored to safe operating condition." If the industrial truck is equipped with a horn as its warning device, then OSHA would consider the truck as being unsafe if the sound level of the horn has deteriorated to a level that can no longer be heard above the ambient noise in the workplace.


In addition, the employer must meet the requirements in 1910.178(q), Maintenance of industrial trucks. Specifically, 1910.178(q)(5) states, "All parts of any such industrial truck requiring replacement shall be replaced only by parts equivalent as to safety with those used in the original design."

One thing I could use is a new horn. The D's stock horn was shot, so I installed one of the (air quotes) 'super loud' one from Harbor Freight. Yeaaaah... that didn't work out so well, and it's largely dead now too.

So, what are some good cars to pull a loud, attention-getting stock horn from? I don't tend to use it much, but I really need it because of how low and easily overlooked (literally) the D is when other driver's aren't paying attention.

It wasn't just Cadillacs that got the horn. Some Buicks had them as well. (my buddy's Mom had one in their Supercharged Park Avenue and it was a riot!) I'd imagine the last of the full-size Oldsmobiles had them as well. Pretty tough to beat for a stock unit.

My gal and I swapped cars a few weekends this summer. She is one of those people who loves to toot the horn. If she sees a friend, if she is happy, if she is cranky. Really she doesn't need any reason. Just loves to hit the horn. I told her she probably shouldn't do that in my car. The next day when we swapped cars back she was wide eyed and told me the horn in my car was "WAY TOO MUCH". I countered with "but, they are great in an emergency" She just shook her head.

I have never used a horn for any reason. I'm not sure if the horns worked in most of the older cars that I have owned. I know the one on the bike works because the guy tested it when I got my inspection done.

I bought the cheap harbor freight horn years ago to replace the wimpy one in the corolla. It sounds like the generic GM horns from the 70's and 80's but it has lasted over 10 years and is still going strong.

Can confirm that The Mercedes pancake horns are way louder than the Japanese pancake horns. Put one in my Prizm as a stopgap to a more serious setup, decided that wasn't strictly necessary, in Detroit. I think mine came out of a W126 but I'd have to go out and read the number on it.

Disconnect one and try the horn. If the horn sounds then you know the disconected one is bad. If the horn does not sound then the bad one is the one that is still connected. Are you confused enough now?

Thanks for the help guys...it turned out to be the high-note horn on the passenger side. Luckily thats the easy one to get to, the other one is buried behind the washer fluid reservoir. Now my truck doesn't sound like a Civic...

d**n that's big!! Must sound like an air raid! I have air horns that I picked up from JC Whitney...nothing major, just cheap chromies. I wired them to a separate switch so I could retain the factory horn, and put the switch in the middle of the dash so the passenger could have some fun too.

From what you say and the problem it appears that the relay is working but there may be a problem with the relay contacts, the wiring after the relay to the horn, or the fused power to the horn. Start with the fuse and if that is okay try swapping the horn relay with another similar relay to see if that helps. If not then check the continuity of the power wire between the relay output and to the horn.

The Stebel Truck horn has a highly powerful, deep and low sound of 134 dB at a distance of 4 inches. At 2 meters distance the sound level is 110 dB. The frequency is 300 Hz. Until now, such a powerful sound could only be achieved by long trombones of at least 50 centimetres, as are used on big trucks. Now, this same sound is produced with a very compact design.

The sound fragment of this horn gives you a good impression of the type of sound. The actual force can only be experienced when you have installed it.

At the trial of an action for personal injuries and property damage resulting from an alleged collision from the rear of a motor truck of the defendant with a closed market wagon of the plaintiff, there was evidence tending to show that the curtains of the wagon came to the rear of the driver's seat on the left hand side and to the front of that seat on the right hand side; that the road was straight and level and over twenty feet wide; that there was no house near; that the plaintiff was on the extreme right hand side of the road with the reins in both hands and "jogging" at about six or seven miles per hour when something struck the wagon, which he afterwards learned was the defendant's truck. The only evidence on the question whether the defendant sounded a horn was testimony of the plaintiff that he heard no sound of a horn. Held, that, in the circumstances, it was proper for the judge to refuse to rule that there was no evidence warranting a finding "that a horn was not sounded by the driver of the defendant's truck."

At the trial of the action above described, the defendant admitted that his truck struck the plaintiff's wagon. In answer to interrogatories, the defendant stated that the truck was carrying a load of about two tons and that "A truck belonging to the defendant and driven by an agent collided with a wagon" which answered the description of the plaintiff's wagon. There was no other evidence bearing on the question of the employment of the driver by the defendant. Held, that a ruling asked for by the defendant, "There is no evidence that the accident was caused through the negligence of the agent or servant of the defendant, acting within the scope of his employment, " should have been given and that a verdict for the defendant should have been ordered.

Besides the evidence above described, there was testimony by the plaintiff that when his wagon was struck his horse ran from the road into woods; that he was thrown onto the horse and grasped the harness; that he looked to the left and saw the defendant's truck; that he saw no other automobile pass; and that the driver of the truck, apparently extremely nervous, came to him and helped him. In answer to interrogatories, the defendant further stated that he was caused to run into the plaintiff's wagon by another passing truck coming against his front wheel. The judge refused to rule that "The fact that the truck belonging to the defendant's company struck the plaintiff's team is not sufficient evidence to justify a verdict for the plaintiff, without further evidence that the accident was caused by a negligent act on the part of the defendant, its agent or servant. The plaintiff must show, by some positive evidence, that a negligent act on the part of the defendant's agent or servant contributed to the cause of the accident, and this may not be inferred without some positive evidence." Held, that the refusal was proper. 006ab0faaa
