Importantly, SPAN is prevented from compelling member nations to take action unless specifically authorised by World Assembly legislation, preserving national flexibility and limiting unnecessary international intervention. By combining technical coordination with clear restraints on institutional authority, the proposal provides a practical and balanced framework for managing a vital shared resource.
