The Learning Policy Institute recommends the following two facilities-related immediate next steps:

  • Provide funding for facilities to providers who are willing to serve more infants and toddlers.
  • Increase funding for the Revolving Loan Fund.

The recommendations also include a long-term goal of raising reimbursement rates for programs providing child care and preschool for low income children. Higher reimbursement rates would allow these programs to invest in their facilities.
