The numbers speak for themselves and are meant to provoke a litany of questions:
How much in reserves is too much? How long has it been sitting there? What was it restricted (or assigned) for? Who restricted it? When is it due to be spent? How much can be unrestricted and moved back to the General Fund? Where is the money? Who manages it? Is it earning interest? What other assets does the district have? How much surplus property does the district have? Is/ was a parcel tax or other tax really necessary? Which schools don’t have windows that open or AC that works properly? Do teachers and other school staff automatically get the Cost of Living Allowance (COLA) when one is passed on to the district by the state? Who is advising the school board? Do all government agencies operate this way? How could this have happened? The list goes on and on.
The answers depend on what board members' constituents demand.
