Statement of Goals, Program Description, & Philosophy
Bright Beginnings Day Cares are privately owned by Dave & Janet Czapla and operated by Janet Czapla.
We have two day care centers, one located at 4005 Tepee St. and the other at 1012 4J Road. Tepee St. is licensed for 57 children and 4J is licensed for 60 children. All children are enrolled on a full time basis.
Ages of preschool children enrolled range from 2-6 years old. While most children are between two and five years old, we do have a before and after school program for children up to age ten. The B&A school program is located on Tepee St. and is limited to those children we had as preschoolers.
Our goals for children are:
1. To provide opportunities for being with other children in a setting conducive to the development of wholesome social relationships.
2. To provide appropriate play experiences that contribute to the developmental needs of the child.
3. To provide opportunities for meaningful play that is based on the child’s individual needs, interests, and abilities that will build important foundations for life.
4. To make learning exciting and interesting while at the same time providing a comfortable, nonthreatening environment where children can explore, play and learn at their own pace.
Bright Beginnings uses a play based curriculum. It is not written down...it’s a philosophy. A play based curriculum is not academic or formal. There is little room for worksheets, flash cards, memorization activities, screen time, or lectures. It is about freedom, choices, and autonomy. It does not, however, allow children to run wild. Developing social skills and learning self-control are important part of our program. Our play based curriculum is dedicated to helping children become engaged, lifelong learners, and carries high expectations for children.
We believe that a healthy self concept is the key to success. It is our goal to provide positive experiences to ensure both success and a good self concept. Very closely tied to self confidence and academic success is the mastery of motor skills. We are proud that we devote a great deal of time developing gross and fine motor skills.
Outside time is a major part of our program! It fits our play philosophy perfectly, and we believe we have developed the finest outdoor play spaces in the Gillette area.

General Information and Policies
HEALTH AND SAFETY: Your child’s health is of utmost importance to us. Upon enrollment you must file with us an up to date standard WY immunization form. Any child who cannot participate in a regular child care program due to discomfort, injury or other symptoms of illness may be refused care. A facility serving well children may not admit a child who exhibits illnesses/symptoms of illness or symptoms of a communicable deisease. A list of specific health requirements may be found in Chapt. 8, section 6 of WY Childcare Licensing Rules. Children with these symptoms will be excluded from child care unless they are under the care of a physician and the physician has approved in writing their return to child care. The parent shall be notified immediately when a child has symptoms requiring exclusion from care. The child will be kept isolated from other children until the child is removed from the facility.
In case of accidental injury we will make an immediate attempt to contact a parent. If we can’t reach you, we will call emergency services if needed. You will be expected to assume responsibility for any resultant expense. We will maintain a parent’s signed consent form agreeing to this provision. It is to your child’s benefit that you keep the center up to date on phone numbers, emergency numbers and other pertinent information.
ADMINISTRATIVE POLICIES: Payment is due in full by the 10th of each month, as stated in your payment agreement. Late fees are assessed on the 11th and 21st of the month. Tepee St. is open from 6:30-6:00 Monday through Friday. 4J is open from 7:00-6:00 Monday through Friday. Please do not bring you child before opening time. There will be now one there to receive them. Late pick up will result in a late fee, as agreed upon in the payment agreement.
SAFETY: No child will be released to a person not authorized by the child’s legal guardian. We must have written or verbal authorization for changes in this respect. ID will be required of those picking up children for the first time. There are no weapons on the properties of Bright Beginnings Day Cares. Wading pools will be used when weather permits. Children will be instructed on safe use, a teacher will be present at all times, and written parental consent will be required.
EMERGENCY PREPAREDNESS: In case of emergency parents will be contacted by text or phone. If relocation is required, we will bus the children to our sister day care across town. Parents may pick up children at that location and sign them out as usual. Addresses and phone numbers are located at the top of this document.
WHAT TO WEAR: Think of your child’s comfort and provide simple clothing that is free of complicated fastenings. Clothing should be washable and sturdy. Outdoor clothing for the winter months includes the “Big Five”: coat, hat, mittens, snow boots, and snow pants. Every child must have all five every day. All clothing should be labeled with your child’s name. Even when streets and sidewalks are dry, our playgrounds will be wet and muddy.
OUTSIDE: Going outside is a major part of our program. We take all children outside every day. If your child is unable to go outside because of illness, medical conditions or for any other reason, you will need to find other arrangements until he/she is able to go outside. When the wind chill is below zero we will play inside.
MEDICATION: We can give your child prescription medications. A medication consent form must be signed each day it is to be given. Medications must be in original containers with original labels.
ITEMS FROM HOME: Except for items that are needed in the first days to ease your child’s transition, we ask that you leave personal items at home or in your car. This includes toys, blankets, sippy cups and pacifiers.
NUTRITION: Your child will receive a balanced lunch and two snacks during the day. Meals and snacks are made as pleasant as possible, meet nutritional standards, and are served in a hygienic manner. We do not force children to eat. We expect and teach good manners. Menus are posted.
STAFF: Janet Czapla owns both Bright Beginnings Day Cares. Janet has a BA in Elementary Education with an emphasis in Early Childhood. Janet has been working in early childhood education since 1979. There is a highly qualified Director (besides Janet) at each day care. Staff members are hired according to the number of children enrolled, complying with state child/staff ratios. Staff meetings, conferences, workshops and trainings keep staff informed. All staff members are trained in CPR, first aid, and meet training and background check requirements of the State of Wyoming.
DISCIPLINE: Discipline can and is kept to a minimum by using positive methods such as redirection, keeping the child busy and involved, positive attention, teaching social skills, and careful planning of the environment and program. We never use physical punishment or verbal abuse. When “Time Out” is necessary it will be used as a last resort technique to enable the child to regain control of him/herself and will be kept in visual contact with the caregiver. Time out will be used infrequently and briefly-one minute per year of age.
Expulsion and Suspension: If we find your child is continually exhibiting inappropriate and disruptive behaviors we will share our concerns as well as our intervention methods with you. Every effort will be made to connect families with local and national resources that address challenging behaviors prior to expulsion/suspension.
BUSSING: A school bus owned by Bright Beginnings Day Care will be used to take children on field trips and many summer time outings. There are no seat belts on the bus. We are extremely careful and follow all rules and regulations pertaining to the use of the bus and transportation of children. A 1st Aid Kit, emergency medical release forms, a plan for direct supervision and a current attendance record will be available. Physical boundaries will be identified for children.
COMPLAINT PROCEDURE: Open communication between provider and families is crucial for your child(ren)s success. I/we will strive to communicate with you on a regular basis the events of your child’s day as well as topics of concern that arise. We appreciate any and all feedback from families to help continue our growth and success as a child care. Please feel free to contact the Director or Owner with any concerns.
All providers/staff are required by the Child Protective Services rules to report cases of suspected child abuse or neglect.

ANIMALS: We have no animals on site.
LIABILITY INSURANCE: Bright Beginnings carries liability insurance.
SICK STAFF: A substitute will be arranged for staff members who are sick and not able to come to work.
FOOD ALLERGIES & SPECIAL HEALTH NEEDS: Parents will need to provide a physician’s documentation of allergies and/or special health needs. A plan will be developed to meet said needs.
Bright Beginnings Day Care is a private business providing child care for children ages 2-7. We reserve the right to deny or grant admittance to anyone according to what we feel is best for the program. We also reserve the right to refuse or to discontinue service to anyone for reasons of noncooperation, delinquency in payment or fees, or the inability of the child or parent to adjust to our program.
