As co-op owners, let's collaborate on an effective and equitable parking system that prioritizes the Shareholders First. People who don't even live here and have an Annual Passes shouldn't have the same rights to our limited parking spaces as the owners in the Co-op have. It's an unheard of obsolete approach and now is the time to change it. Let's shape a better future to make our parking stress free, create safer roads and enrich our community life.

Eliminate the stress of looking for a spot every time we come home. Time wasted looking for a spot and bringing groceries and supplies back and forth and then parking the car… and then walking home will be gone.
Residents won’t be trapped in their homes for days at a time, for fear of losing a spot.
Enhance and improve our mobility and social connections.
Increase the value of our homes.
Real Estate sales show $30,000-$50,000. difference in price and desirability when a residence has parking as opposed to not having parking. Real Estate salespeople often will not even show properties with no parking.
If we agree on the goal to have the Shareholders First Parking approach, then the next step is to tackle this like any other project or problem that comes up in the BPC, form a steering committee and do as much as we can and then hire professionals as needed. Most recent examples....updating the computer system...Community House Project...guest parking passes...etc
Uncontrolled sale of annual parking passes and guest passes.
There are 2836 Shareholders...5255 Parking spots....8702 annual passes sold in 2023 and 3,000 guest passes issued.
Limited number of parking spaces, and a first-come-first-serve policy for available spots,
Creates a competition for spaces pitting neighbor against neighbor.
No allocation of parking spaces exclusively for primary resident shareholders; anyone with an annual pass can park anywhere, whether they live here or not !
Roxbury lacks off-season parking availability, unlike Rockaway and Breezy Point, which have extensive off-season parking plans.
In the Central and East End of Roxbury, there is a lack of roads and infrastructure.
Safety controls are currently absent on most sidewalks, road intersections, and the Main Lot.
Residents without a driveway feel trapped in their homes, unsure if leaving for errands is worth the risk of losing their parking space.
Residents in Roxbury on State Rd. do not have driveways.
Residents living around the Park End Lot face constant traffic and exhaust fumes as cars search for parking spots.
There is no plan in place for accommodating electric cars in the future.
Let's find a solution
Prioritize the Shareholders
Communicate with all shareholders the concept of the project and options.
Get signatures on a petition to create a mandate for our Board of Directors to follow.
Establish a steering committee to coordinate the project. Hire professionals as needed.
Generate community involvement in working through the details.
Improves Quality of life.
Improves value of our homes.

this is not an assigned parking spot proposal, it creates a dedicated parking area for Residents (shareholder) and your neighbors will not be inconvienced because they will be be able to park there and because the tag can go from car to car ...the tag could potentially be lent to a neighbor. These are details to be addressed during the process.
question... how many tags will be given to each household.
The initial plan calls for a tag for each Shareholder. One vote...one tag.
Certain areas might allow 2 passes per household. These are questions that will be addressed during the planning process.
They say the idea has been discussed by the Board and Management and it has also been discussed within the Parking Committee and with the Community Relations Committee who are the leaders in each of the Associations. They have considered it but there is a lack of support for these recommendations.
We are circulating a petition to show the Board and the Association leadership that there is support and interest in creating a Resident Annual Pass and designating areas for them to park in.
There is no public record of this being discussed in any Bulletin Committee minutes report or in any Association meetings. The Shareholders have never been given a chance to be involved in the conversation regarding a Shareholder First option.
It is the system every other multi-unit development uses, we are not inventing something new and surely can’t be more complicated than the new computer system was to get up and running. Professionals have the knowledge and experience to resolve all these questions and details and prepare an objective professional report.
The Board of Directors' inaction on our Parking problem and the Parking Committee’s subjective prejudices stifles the development of the Roxbury Community and the whole Breezy Point community and doesn’t address what we need for our long term growth.
Expanding our parking lots is one piece of the puzzle but does not fundamentally change the out of date, first come, first serve, approach. It pits neighbor against neighbor. We feel trapped in our homes.
But…I am encouraged because the two sides are not far apart.
We both want Improvement and Expansion of our Parking with SAFETY and FAIR as goals… but many feel it is time to prioritize the Primary shareholders first.
The Beach 207th St. Extension Primary Residence Only Road, is a good example of what we want and where we are heading towards in Roxbury . Please, it is important that you go look at it.
It is for Primary Shareholder(s) Residences only …Not all cars with Annual Passes. It requires a special pass card. It is something that can be adapted and used for other areas as well.
Breezy Pointers are frugal and watch their money. The economic increase in value of the homes makes this a big deal.
If you take the average number of what a house with parking is worth, as opposed to what a house without parking is worth, you will see it is 30 to 50 thousand. If you multiply that by even the low number.. Approximately 400 houses in Roxbury X $30,000. = $12,000,000.

We absolutely agree with what you want to create. Firstly, whatever plan you adopt it MUST be enforced by public safety and each resident! Absent enforcement no plan will work. I would like a dedicated parking spot for residents, with a color coded car sticker - a different colored sticker for non-resident family and guests. One parking spot for each household painted with the house number. Those families with more than one car should enter a lottery for remaining spaces - no number painted on the spot. Here, behind Christ Community Church we have few spots and each summer we have residents letting in their friends and family so if we move our car we may not have a parking spot when we return. Public safety doesn't do anything about it. We have a resident who drives up from FL in his car and his wife in her car. he has a disabled sticker but doesn't use it for the available disabled space. There are now 2 empty disabled spaces which he uses for one of his buddies. NOT OK!

I use Reid ave south parking lot which is flooded with inconsiderate neighbors.I have people that have hobby cars that sit in premium parking close to the beach for months at a time never moving . There are shareholders that leave cars here and drive other cars also taking up three spots for two people .We get every visitor that is not with a shareholder visiting the beach that purchased a sticker from a friend I feel like a prisoner at my own home during the summer.The problems at this lot is beyond just the summer

I am an 88 year old, year round resident with a Disability Placard - during the summer months I am a prisoner because of the lack of parking especially on the weekends. Please do something to make life more bearable
Everyday during the summer I go to work when I come home no spots. Drove for over 45 minutes last night . My children same problem we pay to park like everyone else.
Anything we can do to help the cause! Tired of not being able to leave the point in fear of losing a spot. Also for the first responders who work weekends and then can’t find spots due to guests/summer residents.

I agree with this. However, resident only parking lots are currently in effect but are not monitored. Also, the Breezy field department sheds and trailer are located in the middle of a MUCH needed parking lot! Relocating the field department garages/sheds (which house HEAVY machinery and roll in and out in the most KID populated areas (the playground and fields) makes sense!! More parking, less danger! Keep in mind that the employees who work for the field department drive and PARK their cars all day in the parking lots that are needed for residents!! I feel this suggestion should be discussed by the coop boards right away. Two suggested areas for a new location- there’s a great deal of unused space across from Utica Av- near the 9/11 memorial. Too visible? How about by the garbage station in Roxbury. Thank you for your time.

We appreciate the thought and effort invested in this proposal and generally support its intentions. We, however, have suggested a different proposal to the co-op that has gained no traction. Our suggestion specifically addresses the busy timeframe between Memorial Day and Labor Day and the 208th St. parking lot. Only shareholders (with an address in the co-op) should be allowed to park here during this timeframe and non-shareholders, including guests of shareholders and pass holders without a co-op address, should be directed to guest lots. This could be accomplished with designated parking stickers, proper signing, gates and financial penalties as necessary. Thank you. Anthony ....Breezy Pt.

I proposed the idea of accommodating shareholders with annual passes before non-shareholders with annual passes more than 20 years ago and met the same resistance Bill Kiesal has met. The proposal can be limited to June, July and August. Thank you.

Also, additional passes may be gotten if the car/truck is registered to an address within the BPC. The reason for addition passes for family members living down here all year long.
Number all the spots. Have a lottery. Each home without year round parking picks 1 spot. You can paint your spot anyway you like. Tow the illegally parked cars, they will figure it out quick. The rest of the spots are up for grabs. All year round.
I agree with the need but if politics or nepotism come into play as to location of said spots I believe it would be possibly a worse situation. Using myself as an example, I have no driveway or parking spot. So if all 8th Ave lot spots are assigned out to people with driveways and parking locations, I could be forced to park further away in my “assigned” space. Houses with no parking I believe should be given the logistical closer spaces over owners who have driveways otherwise it most likely will work out to be worse for the owners with no parking.
I think this is a wonderful idea- thank you for taking action! A resident should not have to choose between food shopping, running errands, appointments, getting necessities vs. having a parking spot. The idea that residents should have to resort to parking in a non-coop lot during a holiday weekend (the police lot across from Roxbury) that is not on coop property, while visitor cars are parked in our community lots does not seem right or fair. I think dedicated parking areas for residents is an excellent idea and separate parking for annual pass holders and guest pass holders is a good solution.

Even though I’m directly next to the parking lot I very seldom get a spot. They’re usually taken by people who live in other areas.
1-All shareholders who have been given the privilege of having a driveway should also be made responsible to use their driveway for their cars. Perhaps give them different free parking stickers for the number of cars their driveway fits but require them to only park those cars in their driveways at all times. Parking elsewhere would be a violation with fine. Anyone who lives on a street in Breezy has probably watched shareholders with driveways pull their car(s) out of their driveway to take vacated street spots over and over again.
2-Resident parking passes should not be rear view mirror hangers that can be passed from car to car. Just use a different (color/shape) parking sticker for residents versus relatives/friends.
3-The Coop has probably wasted enough money on "professionals" so I don't see the need to waste more.
4-The key to any changes will be enforcement and we all know that Public Safety does little to no enforcement or any rules regularly. Public Safety vehicles drive around and around all day and night passing illegally parked cars on the streets and parking lots without giving violations. Not sure what the purpose of the patrolling is.
Please fix this horrible parking problem.
I think this is a great idea. I have a four wheel drive and can park in the sand but I can't tell you the number of times my neighbors ask me to give them my spot in the parking lot on summer weekends as they cannot use the sand. My neighbors shouldn't feel trapped once they park their car on a summer weekend and feel that they cannot leave Breezy for fear they won't be able to park upon their return.

Homeowners who live on Bedford or on the other side can have their own gated parking area which would free-up parking for others. If there's no legitimate reason for making it available for parking, it can be done. There's a fence there with a gate on it where the entrance could be into the lot. All places that I visited in Florida that didn’t have sufficient parking had assigned parking for residents and if space was available, a few spaces for visitors, which were mostly taken by residents with two or more cars. Visitors had to find parking on the streets in that area. Residents received priority parking first.
In many cases Breezy Point has additional parking for visitors that would not interfere with areas made available to stockholders. The Coop has already given resident only parking in the Rockaway Point area if Breezy Pt. Pat...Roxbury

An analysis should be done to review all winter parking pads and sand parking spaces to see which can remain legal throughout the summer as currently the summer parking rule puts all folks with their own parking pads and off road spaces back into the parking lots which takes up all the spaces for the “summer residents” .
I personally park behind 12 Bayside for 41 years and all of a sudden the summer rule applies back there and all off road parkers with parking pads, garages or sand parking spaces have to put their cars back in the parking lot leaving no spots for the summer residents who come down . Maybe our area can be designated as year round parking like some other areas that this has already been done for ?
Also maybe a special pass could be assigned to those who have a driveway so as to ensure they are actually using their driveway since many aren’t and the existence of their driveways usually takes away a parking spot for the other residents . Many driveways accommodate at least 2 cars so should relieve the parking dilemma if that was enforced . Jeanne. RP
I was shocked at the increase in the visitor parking fee to $12.00. Is this anyway for the co op to treat their neighbors? Any visitor to our home (no matter the length of visit possibly only an hour) has to stop for a visitors pass, while other neighbors (and i'm not blaming them) have the luxury to have visitors park in an open lot without getting a pass. We all know this is true. I watched someone with out of state plates and no resident pass on his vehicle bypass the security only to have the home owner waiting for him, the homeowner pulled his car out of his driveway letting the visitor into the driveway and then the owner backed his car up to the visitors car, no pass stay as long as you like. This $12.00 visitor pass does not affect every resident in the same way therefore it is a burden for some and inconsequential for others. How can this possibly be a fair.
