When people talk about the construction industry, they often throw around terms like “Tier 1,” “Tier 2,” and “Tier 3” as if everyone knows exactly what they mean. And to be fair, within the industry, most people do. But for clients, new entrants, or anyone just trying to make sense of how the whole thing works, it can feel a bit like insider jargon.
So, let’s break it down — particularly the difference between Tier 2 and Tier 3 construction companies in the UK. Because while Tier 1s (the big boys who win jobs directly from HS2, councils, or commercial developers) often get the attention, it’s really Tier 2s and 3s who are doing the bulk of the work on site. They’re the ones turning designs into reality, brick by brick and beam by beam.
This guide takes you through how they differ in terms of size, roles, relationships, risks, and where they sit in the supply chain.
Before we get into the differences, it helps to understand how the tier system actually works. It’s not some government rulebook — it’s more of an informal way to describe who does what on a project:
Tier 1: These are the main contractors — the likes of Balfour Beatty, Kier, or Morgan Sindall. They win contracts straight from the client and run the whole job.
Tier 2: These are the specialist subcontractors. They don’t run the whole job, but they take on big chunks — like M&E, steelwork, groundworks, or roofing.
Tier 3: These are the smaller, often local firms or trade contractors. Think bricklayers, tilers, scaffolders, or joiners. They usually work under Tier 2s.
Tier 2 companies are usually medium to large firms. Some are national, some regional, and most are well-established in their trade. They often employ 50–500 people, with proper structures in place — project managers, estimators, planners, H&S teams, and commercial staff.
You’ll find Tier 2s running entire packages worth hundreds of thousands or even millions of pounds. For example, a Tier 2 M&E company might be responsible for all the mechanical and electrical systems in a hospital project. That includes design coordination, installation, testing — the lot.
Tier 3s tend to be smaller — sometimes just a handful of people, maybe a family-run firm, or a team of self-employed trades working together. These guys are specialists. They might just do plastering, or tiling, or bricklaying — and they’re really good at it.
They often operate locally, taking on domestic jobs or working under Tier 2s on bigger sites. A lot of them rely on relationships and word of mouth to get work, and they tend to be more agile, with less paperwork and fewer layers of management.
Tier 2 companies are usually brought in to handle an entire trade package. Say a Tier 1 contractor is building a high-rise. They’ll bring in a Tier 2 steelwork firm to supply and erect all the structural steel. Or a façade company to design and install cladding. Tier 2s don’t just send a few guys to site — they manage procurement, logistics, installation, and quality control.
They’ll have site managers overseeing multiple crews and will be heavily involved in coordination meetings, progress tracking, and health and safety.
Tier 3 firms are more focused. They’re not managing big packages — they’re delivering specific parts of the job. For example, a tiling company might come in and do all the bathrooms on a new apartment block. Or a local roofer might install a slate roof on a community centre.
They tend to work under Tier 2 firms, but sometimes they’ll work directly with Tier 1s on smaller jobs — or with private clients on domestic projects.
Tier 2s usually work directly under Tier 1 contractors. They’re seen as reliable delivery partners — capable of managing large portions of the job without needing hand-holding. They’re expected to bring their own supervisors, manage their supply chain, and hit deadlines.
They’ll be on site for months, not weeks, and are often involved in project planning right from pre-construction.
Tier 3s are more hands-on — they’re usually not involved in the early planning stages. They’re brought in when the site is ready for their trade, and they’re expected to get in, do the job, and get out cleanly.
They usually report to a Tier 2 supervisor, and while their role is vital, they’re not often involved in commercial discussions or design coordination.
Tier 2s usually go through a full tender process. That means detailed pricing, programme input, risk assessments, and health & safety documents. They sign formal subcontracts — often JCT or NEC — and deal with things like retention, variations, and delay claims.
They’ve got QSs and commercial managers who handle this stuff, and they’re used to dealing with main contractor payment schedules.
Tier 3s often work on shorter contracts, sometimes even on handshake deals (though that’s getting rarer). They might work on a day rate, a price-per-unit basis (like per m²), or labour-only.
They tend to get paid by the Tier 2 they’re working under, and late payments can be a big issue. They usually don’t have the cash flow to wait two months for an invoice to clear.
Tier 2s are expected to meet all the same health and safety standards as the main contractor. They’ll usually have H&S officers, toolbox talks, RAMS documents, and maybe even their own training programs. Most will be CHAS or SafeContractor approved.
They’re audited regularly and have to be on the ball when it comes to site safety.
Tier 3s also need to follow H&S rules, especially on big sites, but they don’t usually have the same resources or formal systems. It’s not uncommon for them to rely on the Tier 2’s H&S framework. On smaller domestic jobs, H&S can be a bit more relaxed — but it’s getting tighter across the board.
Tier 2s have stronger financial footing. They can usually weather a few late payments, and many have credit lines or insurance backing. That said, they also carry big risks. If there’s a dispute or a delay, they might be on the hook for significant costs or penalties.
One mistake — or a poorly priced job — can hit them hard.
Tier 3 firms are often operating on tight margins. A couple of bad debts or a month with no work can put them in real trouble. Many don’t have the luxury of reserves or legal support, which makes them more exposed.
That’s why a lot of Tier 3s focus on staying lean and keeping strong relationships with reliable Tier 2s.
Some Tier 2s aim to grow into Tier 1s — and a few do. It usually means building up in-house design, project management, and commercial teams. But even without making that leap, Tier 2s can scale by expanding into new regions or offering additional services.
Framework contracts, joint ventures, and investing in tech (like BIM or prefabrication) are all ways Tier 2s grow.
Tier 3 firms often grow by taking on more work, hiring extra labour, or moving into more profitable jobs. Some invest in accreditations, vehicles, or small offices to appear more professional — helping them win better contracts and build long-term relationships with Tier 2s.
Growth is definitely possible, but it usually means spending more time running the business and less time on the tools.
Tier 2 Example: A company like TClarke — they don’t build whole projects, but they’re the go-to for major M&E works on hospitals, data centres, or office towers.
Tier 3 Example: A local joinery firm based in Yorkshire, specialising in bespoke staircases and timber features for home extensions or fit-out jobs — often working under a Tier 2 or direct for the homeowner.
While Tier 1s might win the big contracts and make the headlines, it’s Tier 2 and Tier 3 construction companies that do most of the building. They’re the ones on the ground, solving problems, laying bricks, running pipework, and making things happen.
Understanding the difference between these two tiers helps clients pick the right contractor, helps trades navigate the industry, and helps firms think about how (and whether) they want to grow.
At the end of the day, Tier 2 and Tier 3 companies both succeed on the same three things: trust, quality, and consistency. If you’ve got those, no matter your tier, you’re already building something solid.
