She has Ph.D. in management science from Estonian Business School (EBS). She has extensive experience in development and management of international networks, projects and organisation of large multi-cultural events. Katri-Liis has worked for public, private and non-profit sector and possesses competences relevant for cross-sectoral cooperation and multi-disciplinary setting. She has been in management position and thus can provide organisational planning, analytical thinking and strategic development. As a lecturer and entrepreneur, she able to get her message through, mentor for development, find right networks and impactful solutions. She has a good record of working well in multi-cultural projects.
She is an assessment expert of the following programmes: Horizon Europe, Erasmus +, EC EASME, EEA/Norway grants, etc. She has been compiling and managing international R&D projects and lecturing at universities over the past 25 years.

She has experience from national and international strategic development and management, consulting, project management and compiling of training programs. She has delivered lectures on marketing and PR in public, private and third sector and on knowledge management in international organizations in several Estonian universities for 35 years.
She has more than twenty years of experience in the public sector, being a previous Member of the Estonian Parliament, an advisor to the Minister without Portfolio, academician Endel Lippmaa, an advisor to the Estonian government (Prime minister Tiit Vähi) and an advisor to the Prime Minister Juhan Parts. During the Pre-Independence period she worked for the Tallinn Pedagogical University (now Tallinn University) as a lecturer, project manager and Councillor to the Rector. She is a founding member of several non-profit organizations.
