Brad Kells

I am a Senior Economist with the Department of Homeland Security.  Previously, I was a Senior Regulatory Advisor and an Economist with the United States Environmental Protection Agency.  I completed my PhD in Economics at George Mason University.

My research focuses on the application of economic and statistical methods to program analysis  and evaluation.  I'm interested in the intersection of economic theory and systems theory; why well-intended policy fails to achieve its goals, and how we can use empirical economics to help design smarter policy.
