Yes — if you were born on or after January 1, 1988, Florida law requires you to complete a boating safety education course approved by the Florida Fish & Wildlife Conservation Commission (FWC) (or pass an equivalency/temporary exam) to operate a vessel with 10 horsepower or more. You must carry your boating education ID card along with photo ID while operating.
If you were born before 1988, this requirement does not apply under current law.
You must be at least 14 years old to legally operate a personal watercraft (PWC) such as a jet ski on Florida waters. However, to rent a jet ski (i.e. sign the rental agreement), you must be 18 years or older.

These are required by law while operating a PWC.
Florida law does not specifically mandate what a private rental business must do regarding bad weather, but prudent and safe business practice is to cancel or postpone in unsafe conditions (lightning, storms, high winds).
