In my test I show how to use the Meta Quest 3s headset for PC VR(PCVR) with Unreal Engine on a laptop with integrated graphics (iGPU).
I only used wireless Wi-Fi with no router and could not get a wired connection to work.
I could not get the Meta Horizon Link software to work with my iGPU. I could not get SteamVR to work on its own; however, ALVR works and uses SteamVR.
I only have the Quest 3s to test but everything likely will work the same with the Quest 3.
This shows the hardware I was using for my test but you can try to get other hardware to work.
I was sitting 3 feet in front of my laptop while testing. If you sit too far away it might not work.

Laptop with integrated graphics (iGPU)
Phone Hotspot (Throttled 5 Mbps) with Visible service. (Connect both the laptop and headset to the phone hotspot so they are on the same network and can connect.)
No router: I'm using a phone hotspot without a router but home internet service with a wi-fi router is more common. If you are using a wi-fi router, a router with wi-fi 6 might work best because the Quest 3s has wi-fi 6e.
Some PC VR link software has the capability of using a wired or wireless connection but so far I couldn't get anything to work with a wired connection.

Install the free Unreal Engine (I tested version 4.27.2 and 5.6.0)
Install the free Steam software.
Install the free SteamVR software from the Steam store.
Install the free ALVR software.
Install the free ALVR software from the Quest store.
Create VR template.
Add SteamVR plugin.
Quest 3s: Put on headset.
Quest 3s: Start ALVR.
Laptop: Start VR template in Unreal Engine editor.
Laptop: Unreal Engine->VR Mode.
Quest 3s: Play the VR template running on your laptop.
The test failed; however, it does display an image on the headset but then crashes fast.
Create VR template
Quest 3s: Put on headset.
Quest 3s: Start ALVR.
Laptop: Start VR template in Unreal Engine editor.
Laptop: Unreal Engine->3 dots->VR Preview.
Quest 3s: Play the VR template running on your laptop.
The test was successful; however, it crashes too often. It typically crashed in less than 1 minutes. I have had it run over several minutes without ever crashing and I just stopped it myself so not sure if it would have eventually crashed. The headset, controllers, and sound work normally before it crashes. The VR template uses SM6 shaders and my iGPU does not support SM6 shaders so this might be the cause of it crashing but I'm not sure. If the SM6 shaders are the cause of it crashing and you have a newer iGPU that supports SM6 shaders it might not crash for you.
