This organization shall be known as the Bergen/Passaic Association of School Librarians
The purpose of this organization is to promote and improve school library programs at the local, county, and state levels; and to function as a liaison between school librarians and other educators for the purpose of interpreting and implementing school library service.
Any person, organization or library interested in the purpose of the Association may become a member of the Association upon payment of dues.
The officers shall be president, administrative, treasurer, membership, communications.
The officers shall be elected at the final Spring meeting of the year. The slate will be submitted by mail or email to the membership no later than two weeks preceding the final meeting.
This constitution may be amended by a simple majority (51%) vote of the members, provided notice of the proposed amendment shall have been filed with the secretary and mailed or emailed to the membership no later than two weeks preceding the meeting at which the amendment is to be voted upon.
The Executive Board shall consist of the officers of the Association, the immediate past president, as ex officio member without voting privileges and the chairs of the standing committees.
The annual meeting will held in the spring for the election of officers and two or more additional meetings will be held at the direction of the Executive Board. Meetings of the Executive Board may be called by the president at such times and places as they may designate or upon written requests of a majority of the Executive Board.
There shall be three classifications of membership in the Association. (a) Individual Members
A voting member shall be any person paying their dues to the association.
Honorary membership may be granted at the discretion of the Executive Board.
Annual dues for voting members shall be set by the Executive Board at the fall Executive Board meeting. Fiscal Year will be from September 1 to August 31.
(a) President
to preside at all meetings
to appoint committee chairs for carrying out the activities of the Association
to serve as liaison with the New Jersey Association of School Librarians (NJASL) and other professional associations
(b) Administrator
to keep the minutes of each meeting and prepare them for distribution to the members within two (2) weeks
coordinate BPASL committees
collates goals, reports findings, and progress
(c) Treasurer
to collect money due the Association
to make all payments authorized by the Association
to make a record of the financial transactions and the financial condition of the Association
submit reports to the IRS each year
(d) Membership
maintain active and updates membership list
communication with NJASL for membership updates and changes
coordinate BPASL meetings and manage attendance
(e) Communications
manage public relations and publicity of BPASL
email all meeting information to NJASL County Liaison
The term of office for all officers shall be two years. The Vice President will normally become President after a two-year term.
A slate of officers shall be presented by the chair of the Nominations committee.
A quorum shall consist of 30% of the membership.
Robert's Rules of Order (Revised) shall be used as a guide to parliamentary procedure.
