The Board's training program focuses on increasing honesty and integrity in City government. Sessions provide critical information about City and State ethics laws, sensitize City officers and employees to real-world situations where the ethics rules commonly arise, and encourage participants to reach out to the Board for further resources and advice. General ethics trainings and topic-specific information sessions cover topics such as Conflicts of Interest, Political Activity, Gifts, Campaign Finance, Lobbying, and Financial Disclosure.
FY2024 marked a significant year for the Board's training program with the passage of Regulation No. 7 (Required Ethics Training) in October 2023. This new regulation shortened the deadline for initial ethics training from 120 days to 90 days after beginning City service. In addition, it requires for the first time that all City officers and employees receive “refresher” training. Select, high-level City workers continue to need annual ethics refreshers, but all other City workers must now attend refreshers once every five years until their City service has concluded. The Regulation outlines a five-year timeline to get all existing City workers in compliance with this new training requirement. With the passage of Regulation 7, the Board's training requirements align more closely with comparable municipal governments.
Additional highlights from FY2024 include:
Conducting 16 trainings for the City’s top administrators during the Mayoral transition, reaching over 300 people. Select trainings were held in conjunction with the Law Department’s Right-to-Know team and the Office of the Chief Integrity Officer.
Expanding a partnership with the Streets Department orientation programs for Crossing Guards, Laborers, and SWEEP Officers. We provided 27 trainings both in person and virtually.
Rolling out a new gifts training session for the winter holidays in partnership with the Office of the Chief Integrity Officer.
In FY2024, we offered 106 training sessions and presented to over 2,600 people in both virtual and in-person formats. See the charts below for further detail on the Board's training program.
In FY2024, the Board partnered with multiple City offices and stakeholders to provide departmental trainings and resource materials. Some notable partners included the Office of Human Resources, City Council, the District Attorney's Office, the City Commissioners, the Office of the Chief Integrity Officer, and the Streets Department. For example, in FY2024 the Board dramatically increased their use of information sessions for topic-specific training on City and State financial disclosure forms. In collaboration with the Office of the Chief Integrity Officer, the Board trained more than 200 form filers, double the number reached in FY2023.
In addition, the Board formally launched a new LinkedIn page to publicize information about Board regulations, filing deadlines, public meeting announcements, open job applications, and more.

In FY2024, Board Staff maintained and updated manuals, educational guides and resources, and FAQs. Board Staff also added content to blogs and sites aimed at improving access to helpful information on statutory and regulatory changes, informal guidance, and training.
