SUBPORT OF MACTAN

QUALITY MANAGEMENT SYSTEM

PORT BACKGROUND

The Subport of Mactan came into existence when the late Carlos P. Garcia created Mactan as a Subport in 1960. But it was only in 1966 when the Port was formally declared open by President Ferdinand Marcos. It started as an alternate International Airport under Customs Administrative Order (CAO) No.10-1966 and was subsequently made as a Principal Port of Entry in 1969 under Republic Act No. 5833. Customs Administrative Order (CAO) No. 13-1966 defined its territorial jurisdiction, which included Cebu International Airport, the whole island of Mactan, and the adjacent to it with Cebu International Airport as its Principal Port of Entry. Upon implementing Presidential Decree No. 733, however, it was reverted to its original status as a Subport. The Subport of Mactan is primarily an airport of entry, which provides services to the now Mactan Cebu International Airport. The Subport of Mactan, with its commitment to contribute to the Bureau's vision of becoming a transparent, responsive, and world-class customs service, has developed a Quality Management System (QMS) to streamline the processes of service provision at the local level and align them to the Bureau's strategic direction.

SCOPE OF THE QUALITY MANAGEMENT SYSTEM

Passenger Service - Arrival Operations

Clearance procedure for all arriving travelers and crew and their baggage whether accompanied or unaccompanied.
Examination, classification, and appraisal process on selected baggage brought by incoming travelers, crew, and transit passengers.
To process imported goods declared as exhibit, display, or model for the purposes of filing re-export commitment thru deposit of cash bond as a guarantee to return subject shipment for protection of government interest and promote trade, respectively.
Recommend seizure and/or forfeiture proceeding against banned and/or prohibited goods.

LIST OF SERVICES

Passenger Service - Departure Operations

Inspection of selected check-in and hand-carried baggage of outgoing passengers for regulated and/or prohibited goods for exportation.
Issuance and processing of Owner’s Pre-Departure Declaration (OPDD) for goods intended for re-importation, repair, processing, or reconditioning.
Conduct examination of goods for which corresponding cash bonds, surety bonds and re-export commitment have been issued.
Conduct examination and inventory proceedings in violation of Anti-Money Laundering Cases for outgoing passengers in compliance with Banko Sentral Ng Pilipinas (BSP).
Recommend seizure and/or forfeiture proceedings against banned or prohibited exportation.

LIST OF SERVICES

Airport Operations

Conducts customs boarding formalities to all aircrafts arriving into the port's jurisdiction from any international airport of entry and subject the same to customs controls and monitoring
Supervise the disembarkation of travelers and crew and the unloading of cargoes, baggage and mail.
Performs aircraft surveillance and aircraft searches when necessary
Upon receipt of complete documentary requirements, clears aircraft for departure to an international airport of entry.
