This program aims to support ARA’s and the Municipality of Beira in:

1. improved management, including planning and control and relation management;

2. support the basic work processes and service delivery for improved water quality and revenue generation;

3. support the basic work processes and service delivery for improved water allocation and revenue generation;

4. support the basic work processes and service delivery for improved flood (and drought) risk management;

5. support the cooperation and the harmonized capacity building of the 5 ARA’s and DNGRH

Within the local context in Mozambique the direct service delivery of the ARA’s to people living in their basin area’s is suboptimal and the main objective for the Blue Deal till 2030 is to improve this. However, to deliver good water services basic work processes need to be further developed at ARA level. Without these basic work processes in place and basic capacity builtthe service delivery will remain suboptimal. To be taken into account is that the state of development of the 5 ARA’s varies. While ARA Sul, ARA Zambese and to a lesser extend ARA Centro do have some good working processes in place, ARA Norte and Centro Norte are lagging behind and need to develop most of the work processes. Therefore in phase 1 of the Blue Deal 2019 –2022 also attention will be given to development of these basic work processes.

All outputs will be integrated in the strategic plans of the 5 ARA’s. ARA Sul has a draft strategic plan in place which need to be fine-tuned and approved. ARA Zambeze and ARA Centro are planning to re-new their strategic plans. DWA has been assisting ARA Zambeze, ARA Centro and ARA Sul in developing their strategic plans. At this moment we are supporting ARA Centro Norte in developing their first strategic plan and EKN is assisting ARA Norte to develop a strategic plan. With the support process to component 1 we will try to stimulate the harmonisation of the content of the strategic plans and relevant indicators leaving space for individual development process of the individual ARA. The sanitation and drainage department in Beira (SASB) does have a strategic sanitation plan.

The main outcome (divided in plans, policies and operational routines, as described hereunder) of this program is that Mozambican Water Authorities (ARA’s) and the Municipality of Beira deliver improved, comprehensive and sustainable water services - commonly supported by all relevant stakeholders - to end-users in their management areas:

• improved water services to end-users means:

• improved water quality and revenue generation processes

• improved water allocation, drought management and revenue generation processes

• improved flood risk management processes

• improved general management including planning and control

• improved (daily) operation and maintenance of assets like dykes and waste water treatment plants
