If an applicant meets the criteria above, they must schedule an appointment at the local German embassy in their country of residence to apply for a D-Visa or entry visa. Highly qualified skilled workers and academics from non-EU-states can apply for the EU blue card as a simple and limited work permit. The application needs to be sent to the responsible foreign department. The foreign department is normally settled at the same place as the administrative district (middle administrative level). The foreign department needs to tell the labour department and the employment agency about their decisions concerning the EU blue card.

The central department for the foreign education service (ZAB) offers an online- database where one can check which foreign university degrees are accepted in Germany. If the database does not offer helpful information, EU blue card applicants need to apply for an individual check of their degrees. This check is not for free and needs to be presented at the foreign department.

The regional foreign department can only allow foreigners to receive the EU blue card when the applicants are living in their area of responsibility. Therefore, of course, the permission for staying is necessary.

This fact does, of course, mean that the applicant already has the right to stay because of another reason. In most other cases, a visa for entering Germany needs to be applied for beforehand. This can be done at the German embassy. After that there is the need to apply for the EU blue card in Germany. This can be done at the foreign department.

Return for your appointment with the completed form and all the aforementioned documents. During your interview, your documents will be checked, and you may be asked questions about why you are making the application.

Visa application

Most non-EU nationals will need to get a visa before coming to Germany.

For a visa you must contact your local German embassy or consulate. The German Foreign Office (Auswrtiges Amt) provides more information about who needs a visa and how to apply for a visa.

After your arrival: Residence Registration

Within one week of your arrival in Munich you need to register your address at the Residence Registration Office (called "Brgerbro"). You will receive a written confirmation of registration. This proof of registration is often required by other institutions or authorities.

I applied for a blue card at the embassy of Germany in London. I got a visa for 6 months. The lady working there told me this is temporary and that when I arrive to Hamburg I can collect my blue card.

Once the application has been made in your country of origin, the Dsseldorf Municipal Migration Department will be informed and will be asked to provide a statement relating to your application together with the CTI and the Office of Economic Development. The processing time may take up to 3 months. Once you have received your visa from the German foreign representation, you need to replace your visa with the residence permit within 3 months of your entry into Germany.

A specific residence permit for experts with a university degree who have found a job in Germany is the Blue Card (or Blaue Karte). However, the card also offers numerous advantages, for instance for the subsequent migration of family members or for permanent residency in Germany.

Ramstein Passport Office

The Ramstein Passport Office is located in Bldg 2106, Room 110. Please note that all Department of Defense ID card holders must apply for passports through their servicing military passport facility. Consular passport services are only available in emergency situations and with prior coordination through a military passport facility. In accordance with local support agreements, please be advised that the following personnel are serviced by the USAG Rheinland-Pfalz (Kleber Kaserne or Baumholder): Military, civilian and contract personnel assigned to or sponsored by the Army and their family members (including AAFES, DoDDS and DLA).

Military members must obtain a tourist passport for leisure travel to other countries. Command-sponsored civilians and their family members as well as command-sponsored family members of military personnel are required to obtain a no-fee passport prior to arrival in Germany (US citizens only). They are highly encouraged to have both tourist and no-fee passports while residing in Germany. No-fee passports are not to be used for leisure travel; they are for official travel only. Contractors, local hire civilians and non-command sponsored family members must be in possession of a tourist passport and obtain a SOFA card within 90 days of arrival in Germany. Sponsors with foreign national family members should seek guidance from our office to find out if a SOFA card must be issued to the foreign national prior to their arrival. The Ramstein ID Cards Office is located in Bldg 2106, Room 117. We offer the following services: Initial issue and renewal of Common Access Card (CAC), Dependent ID Cards, Retiree ID Cards, out-processing, certificate updates, resets of PINs and blocked CACs, verified DD Form 1172-2 print-outs, DEERS enrollment and marriage and divorce updates. CACs and ID cards are normally reissued within 30 days of the expiration date or if personal information needs to be changed (i.e. name, grade etc.).

The procedure is very similar to the above. The difference is that you can fill out the application form and submit your documents online for a preliminary check and then track the status of your application.
