Big changes have taken place in the 50+ years since James Kirk beamed down and narrowly escaped death.
Magna Roma, although not a "warp" society, is now a protectorate of the Federation since the Romulans and the Klingons see an incredible military advantage in having a "Roman" planet of fierce warriors under their banner.
But, the Magna Romans are not so keen with the presence of Starfleet either as many illegal aliens have overwhelmed the security forces in hopes to partake in the many indulgences the Roman planet has to offer. Officials believe, in order to protect themselves from these alien invaders, Starfleet should advance the technologies (weaponry) of their society.
