The "International Code for the Construction and Equipment of Ships carrying Dangerous Chemicals in Bulk (IBC code) contains requirements for the carriage of dangerous chemicals and noxious liquid substances in bulk by sea. The International Bulk Chemical Code (IBC Code) of the International Maritime Organization (IMO) specifies how liquid chemicals must be transported in bulk. This applies to substances listed in MARPOL Annex II.

The purpose of the code is to provide an international standard for the safe carriage by sea in bulk of dangerous and noxious liquid chemicals. The Code prescribes the design and construction standards of ships involved in such carriage and the equipment they should carry so as to minimise the risk to the ship, to its crew and to the environment, having regard to the nature of the products involved.

The Code applies to ships regardless of size, including those of less than 500 tons gross tonnage, engaged in the carriage of bulk cargoes of dangerous or noxious liquid chemical substances, other than petroleum or similar flammable products as follows:

The U.S. Coast Guard defines a tank vessel as one that is constructed or adapted to carry oil or hazardous material in bulk as cargo or cargo residue. There are various types of tankers: oil tanker, parcel tanker (chemical vessels), combination carrier (designed to carry oil or solid cargoes in bulk), and barges. International bulk chemical codes govern the safe transport of chemical cargoes and provide various levels of protection against the uncontrolled release of substances. Tank vessels are classified by the trade in which they routinely operate over a period of time. The three most common categories are crude oil carriers, product carriers: which can carry clean (e.g., gasoline, jet fuel) and dirty (e.g. black oils): and parcel carriers (chemicals). Tankers tend to remain in one trade but market conditions can dictate a change, even though the process to change a vessel's trade involves extensive work.

A chemical tanker is a type of tanker ship designed to transport chemicals in bulk. As defined in MARPOL Annex II, chemical tanker means a ship constructed or adapted for carrying in bulk any liquid product listed in chapter 17 of the International Bulk Chemical Code.[1] As well as industrial chemicals and clean petroleum products, such ships also often carry other types of sensitive cargo which require a high standard of tank cleaning, such as palm oil, vegetable oils, tallow, caustic soda, and methanol.

It is a packaging construction system based on performance standards developed in the form of Recommendations by the United Nations Committee of Experts on the Transport of Dangerous Goods (UN Recommendations). The UN standards have general requirements for materials, construction and a maximum capacity. Containers must pass or be capable of passing a series of performance tests before they are authorized for the carriage of hazardous materials. The international standards have general requirements for materials, construction and a maximum capacity as compared to detailed DOT specifications for non-bulk packagings formerly contained in 49 CFR, Part 178.

Packaging requirements are based on the Packing Group of the material, its vapor pressure, and chemical compatibility between the package and the HM. Non-bulk packaging standards are based upon a number of performance tests. In addition to UN Recommendation performance oriented tests, a vibration test for non-bulk packaging is required domestically. Reuse of plastic and metal is drums based on minimum thickness requirements. (This substitutes for the lack of performance tests in UN standards with regard to puncture resistance, abrasion resistance and metal fatigue). Package manufacturers must provide written notification to customers of any specification shortfalls or steps to be taken to conform with applicable specification. Performance tests for UN packaging, including design qualification tests and periodic retests, are included in Part 178.

Stricter rules on carrying vegetable oils in bulk by ship are among the changes introduced by amendments to the International Convention for the Prevention of Pollution from Ships, 1973, as modified by the Protocol of 1978 relating thereto (MARPOL 73/78), which enter into force on 1 January 2007.


The revised Annex II regulations on carriage of noxious liquid substances carried in bulk (including chemicals and vegetable oils) introduce significant changes to the way certain products may be transported, in order to protect the marine environment from harm.

In addition, a number of amendments to the International Convention for the Safety of Life at Sea (SOLAS) also enter into force on 1 January 2007.

The revised Annex includes, under regulation 4 Exemptions, provision for the Administration to exempt ships certified to carry individually identified vegetable oils, subject to certain provisions relating to the location of the cargo tanks carrying the identified vegetable oil.


An MEPC resolution, MEPC.148(54) Guidelines for the transport of vegetable oils in deep tanks or in independent tanks specially designed for the carriage of such vegetable oils on board dry cargo ships, allows general dry cargo ships that are currently certified to carry vegetable oil in bulk, to continue to carry these vegetable oils on specific trades. The guidelines also take effect on 1 January 2007.

Provision for ambulatory reference is included in certain domestic secondary legislation to enable amendments to international obligations which are referenced in the legislation to be given direct effect in UK domestic law. This has the effect that where the legislation refers to an international instrument, such as a provision in a convention or a code forming part of that convention, this reference will be ambulatory, that is, it is a reference to the most up to date version of that provision or code in the international instrument. This use of ambulatory reference means that agreed amendments to international conventions and codes can be automatically implemented through the application of such an ambulatory reference provision in secondary legislation.

Resolutions MEPC.345(78) and MSC.526(106) amend the International Code for the Construction and Equipment of Ships Carrying Dangerous Chemicals in Bulk (IBC Code) to better align the requirements for watertight doors on chemical tankers with the requirements of SOLAS. The IBC Code is a mandatory code under both SOLAS and MARPOL. This amendment, as made mandatory by MARPOL, will enter into force in the UK on 1 July 2024 by way of the ambulatory reference provision in the Merchant Shipping (Prevention of Pollution by Noxious Liquid Substances in Bulk) Regulations 2018. The amendment as made mandatory by SOLAS will be implemented when new regulations (the draft Merchant Shipping (Carriage of Dangerous Goods and Harmful Substances) Regulations 2024) are made but will not take effect until the international coming into force date of 1st July 2024.

Thirdly, amendment is made to Annex II of MARPOL, which makes provision for the prevention of pollution by noxious liquid substances carried in bulk by sea. Resolution MEPC.344(78) amends appendix I of Annex II to update guidance used in the categorisation of liquid chemicals. This amendment subdivides the rating for inhalation toxicity to make it more relevant for shipboard operations, deletes an outdated rating for seafood tainting and reassigns the column to rate flammability flashpoint. This does not change current pollution categorisation of noxious liquid substances nor impact on any substances already classified in the IBC Code. The amendment will enter into force in the UK on 1 November 2023 by way of the ambulatory reference provision in the Merchant Shipping (Prevention of Pollution from Noxious Liquid Substances in Bulk) Regulations 2018.
