ABOUT
Research and Development, and Innovation (RDI) generation is a continuum encompassing theoretical conception through basic research, technical invention, and commercial use. It is perceived to drive future growth and prosperity through a social and economic transformation that would reinvigorate job and income generation.
The Philippine and Bicol Regional Development Plans 2023-2028 discuss the priority strategies to: (a) advance RDI from knowledge creation to commercialization of R&D products; and (b) reinforce the innovation and entrepreneurship ecosystem.
The Bicol RDI Compendium aims to provide an online compilation of proposed, ongoing, and completed RDI projects in the Bicol Region and inform public research institutions, state universities and colleges, the general public, and other RDI stakeholders on the RDI initiatives in the region, aiming to minimize duplication of RDI initiatives and open opportunities for collaboration, extension, and commercialization.

Strategic Foresight and Long-Term Vision
The Bicol Research and Development, and Innovation Framework is strategically aligned with the Philippines' long-term development plans and global sustainable development priorities. Guided by the Pagtanaw 2050 strategic foresight initiative, the Bicol RDI Framework charts a course for the region's scientific and technological advancement in the decades leading up to 2050.
This framework directly supports the Ambisyon Natin 2040 vision of transforming the Philippines into a prosperous, predominantly middle-class society where people live long and healthy lives, are smart and innovative, and has a high-trust society. By prioritizing R&D investments, strengthening regional STI ecosystems, and driving high-impact innovation, the Bicol framework lays the groundwork for realizing this ambitious national aspiration.
Sustainable Development Goals
The Bicol RDI Framework is well-aligned with the United Nations Sustainable Development Goals (SDG) for 2030. It contributes to advancing SDG 9 on building resilient infrastructure, promoting inclusive and sustainable industrialization, and fostering innovation. The framework also supports SDG 17 on revitalizing global partnerships for sustainable development through its emphasis on international cooperation and knowledge exchange.
Philippine and Bicol Regional Development Plans 2023-2028
The framework's strategic focus on advancing research, development, and innovation also closely aligns with the Philippine and Bicol Regional Development Plans 2023-2028. The chapter on "Advancing Research, Development, and Innovation" emphasizes the need to strengthen the country's science, technology, and innovation ecosystem to drive sustainable and inclusive growth. Key PDP strategies such as enhancing R&D investments, fostering collaboration between academia, industry, and government, and promoting the commercialization of research outputs closely mirror the Bicol framework's approach.
National Innovation Agenda and Strategy Document 2023-2032
Guided by the NIASD 2023-2032, the Bicol RDI Framework focuses on buidling a dynamic innovation ecosystem by developing regional STI ecosystems, promoting high-impact innovations, and strengthening international partnerships directly. It supports the goals of fostering a culture of innovation, accelerating the commercialization of research, and enhancing global competitiveness.
Harmonized National Research and Development Agenda
The Bicol Regional RDI Agenda 2024-2028 is structured around four key sectors: (1) Agriculture, Aquatic and Natural Resources; (2) Health; (3) Industry, Energy, and Emerging Technology; and (4) Basic Research.
It is aligned with the Harmonized National Research and Development Agenda. Formulated by collaborative efforts involving the Bicol Consortium for Agriculture, Aquatic and Natural Resources (BCAARRD), Bicol Consortium for Health Research and Development (BCHRD), Bicol Consortium for Industry, Energy, and Emerging Technology (BCIEERD), along with the Commission on Higher Education (CHED), this agenda was developed in partnership with stakeholders representing various sectors.
