Warning: You are installing this at your own risk. Dev Beta software can be buggier and can cause more problems with your device than Public Beta software, we recommend using the Public Beta, even Apple recommends using the Public Beta if you want iOS 13.
Note: All profiles on on this website are Developer Profiles, if you're interested in public beta profiles, visit the Apple beta website to download it.

Step 3. for tvOS 13
It's easier if you install the file from your Apple TV instead. To do that, follow the instructions below:
1 Open the Settings app and move to General - Privacy - Send Apple TV Analytics.
2 When you have Share Apple TV Analytics selected, don’t click on it. Instead, press the Play/Pause button on the remote and it will open the Add Profile menu, press Play/Pause button again on this option.
3 In the text field that pops up, type http://bit.ly/tvos_13 (This is a short link, it's completely safe), then click Done and select Install.
4 When you are prompted to reboot do so.
5 Make sure Settings - System - Software Update - Get public beta updates set to OFF.
Once this is done, you can update tvOS 13 in Settings - System - Software Update. Additionally, you can still download the file to your computer for manual installation.

Frequently Asked Questions
How do I install this?
It's pretty simple. To install, download the corresponding file for your device, open iTunes on your computer, and plug in your device. After you have done this, go to your device in iTunes. Depending on whether you want to restore your device (start fresh or restore a backup onto the device) or update your device (just update you while keeping your apps and documents) you click a different button. To restore your device to iOS beta, click Restore while holding down Shift (Windows) or the Option key (macOS). For updating your device, to the same except with the Check for Update button. This will bring up a dialog where you can select the downloaded IPSW file. Your device will update to iOS beta now. Enjoy!
+ Windows 10 users: The current version of iTunes doesn’t support iOS 13 IPSW files yet, but you can install iOS 13 using a command line tool on Windows 10. Check out the link below:
→ How to Install iOS 13 from Windows 10 Command Line (not iTunes)
Mac users: You can either install the macOS Catalina Beta or install Xcode Beta 11 on your Mac to be able to install iOS 13 on your compatible devices. For more details, check the link below:
→ Unable to install iOS 13 via iTunes? Download Xcode Beta 11
Why are some IPSWs for multiple devices?
That's what Apple did starting with iOS 10.0, they grouped them by feature set. Easier for me, I guess.
What if I download the wrong file?
iTunes will stop the process if it detects that you have the wrong file for your device. The only thing it will cost you is another download, so please read carefully.
Where did you get these file URLs?
From the Apple Developer Center.
How do I know these are real?
You aren't downloading the file from me. You are downloading it directly from Apple, as proved by the URL it downloads from. Also, if they weren't, iTunes would refuse to install them, as you cannot install modified IPSW files.
