Beta Eta Chapter Rules
Revised for 2022-2023
Article I
NAME
The name of this chapter shall be Beta Eta Chapter
Article II.
OBJECTIVES
The objective of Beta Eta shall be The Seven Purposes of The Delta Kappa Gamma Society International.
Article III.
MEMBERSHIP
A. Classification
1. Membership is in accordance with the Delta Kappa Gamma International Constitution
2. The membership of Beta Eta Chapter shall be composed of active, reserve, and honorary members within the chapter’s geographical area.
3. An active member shall be a woman who is or has been employed as a professional educator at the time of her election. An Active member shall participate in the activities of the Society.
4. Reserve membership may be granted to members who are unable to participate in chapter activities for reasons of health or geographic location. A request for reserve membership must be made in writing and approved by the majority of members.
5. Honorary chapter members shall be women not eligible for active membership who have rendered notable and distinguished service to education in the chapter area.
6. Reserve and honorary members have all privileges of active membership except that of holding office.
7. Collegiate members shall be undergraduate or graduate students who meet the following criteria:
a. Undergraduate student collegiate members shall (1) be enrolled in an institution offering an education degree and have the intent to continue academically and professionally in the field of education; and (2) be enrolled within the last two years of her undergraduate education degree.
b. Graduate collegiate members shall have graduated standing in an institution offering an educational degree and have the intent to continue academically and professionally in the field of education. When a collegiate member starts her career as a paid educator, she will pay active member dues and become an active member. If a collegiate member does not pursue a career as an educator, her membership will expire upon graduation or withdrawal from the education degree program.
B. Selection, Orientation and Initiation
1. Membership in the Delta Kappa Gamma Society shall be by invitation. A member inducted into the society becomes a member of the international Society in addition to a state organization and/or chapter.
2. Recommendation for membership shall be made by a sponsoring member to the general membership via email or at a quarterly meeting.
3. Upon receiving the sponsor’s recommendation, a vote will be taken via email or phone to the President and 1st Vice President.
4. A candidate will be nominated for membership by a 2/3 approval vote of the membership.
5. Members elect shall indicate their acceptance by filling out a new member form and returning it with their dues to the treasurer within two weeks.
6. Upon payment of dues, the new member must attend the next meeting and will be presented a DKG membership pin by her sponsor.
7. Candidates for honorary membership in Beta Eta Chapter will require a 4/5 vote of approval of the membership to invite the nominees to become members.
8.Inductions for new members from the previous year shall be held at the first meeting of the year in September.
C. Termination and Reinstatement
1. Membership in the Beta Eta Chapter of Delta Kappa Gamma Society International shall be terminated due to non-payment of dues, resignation, or death.
2. A member who fails to complete payment of dues shall be dropped as of October 1.
3. The Recording Secretary shall record in the minutes the name of any member whose membership is terminated. The record shall include the reason and date for the termination.
4. A former active member shall be reinstated to active membership by the chapter receiving the request. Current dues shall be paid.
5. Upon the death of a member, a gift of $25 will be given to the Beta Eta Grant-in-Aid and a rose delivered to the family.
D. Transfer
A member in good standing may be transferred from one chapter of the society to another upon application to International Headquarters.
Article IV.
FINANCE
• Payment of Dues and Fees
1. DKG International and Georgia State Organization dues shall be an amount determined in accordance with the International Constitution and the Georgia State Organization bylaws, respectively.
2. Chapter dues shall be determined annually by chapter vote.
3. The membership year is July 1-June 30. A member shall pay annual dues and fees no
later than June 30 for the following fiscal year.
4. For membership or reinstatement commencing between July 1 and December 31,
the member shall pay induction fee (new member only), dues, and scholarship fee for
the current year. For membership commencing on or after January 1, the member
shall pay one-half the international membership dues. Chapter and state organization
dues may be pro-rated as the chapter/state organization determines.
5. Immediately thereafter, the state organization and international portions of the dues and fees shall be sent to the state organization treasurer.
6. The international portion of the due sand fees shall be sent between July 1 and September 30.
7. A member who fails to complete payment of international dues shall be dropped as of October 1.
B. Financial Controls
1. The Finance Committee shall develop an annual budget and present it to the membership at the September meeting for approval by majority vote.
2. The Finance Committee shall provide for an annual review/audit.
C. Funds
1. The State Organization Scholarship Fund
The scholarship fee paid by a member shall be divided as follows: a. one hundred percent (100%) to the state organization fund if the chapter does not maintain a chapter scholarship fund or twenty percent (20%) to the state organization fund if the chapter does maintain a chapter scholarship fund
b. Eighty percent (80%) retained by the chapter having a chapter scholarship fund.
2. Beta Eta Grant-in-Aid Fund
Beta Eta Chapter shall hold a raffle each year in February to provide for a grant-in-aid of at least $500 to be granted to a Pickens County High School graduate who is a woman pursuing a career in education. The award shall be presented at the April meeting
Article V.
ORGANIZATION
A. Beta Eta shall be organized in accordance with state organization bylaws. The chapter so organized shall have no fewer than twelve (12) members.
B. Beta Eta chapter shall have chapter rules and bylaws which are consistent with the constitution of the Society and its state organization bylaws.
C. Reports requested from state organizations and chapters shall be submitted in the format specified by Society Headquarters.
Article VI.
OFFICERS AND RELATED PERSONNEL
A. Beta Eta Chapter officers shall be President, First Vice President, Second Vice President, Secretary, Treasurer and Parliamentarian. Their term of office shall be two years or until a successor is named for all offices except that of Treasurer who may serve more than two terms.
B. A slate of officers, with one nominee per office shall be prepared by the Nominations
Committee and presented to the membership for election at the February meeting of the even numbered years. The ballot shall include the slate of nominees from the nominations committee.
C. The Treasurer shall be elected by the executive board. The Parliamentarian shall be selected by the president.
D. The installation shall take place at the April meeting in even-numbered years.
E. Officers shall perform duties as specified in the documents of the Society and as authorized by the Beta Eta Standing Rules.
G. The First and Second Vice President shall serve as Co-Chairperson of the Program and Arrangements Committee
H. Duties of Officers
1. The President shall:
a. act as presiding officer at regular and called meetings and direct the activities of the chapter.
b. act as chair of the Beta Eta Chapter Executive Board.
c. appoint a parliamentarian from the membership.
d. appoint standing and special committees.
e. approve payments for expense claims.
f. approve publications.
g. fill, by appointment, all vacancies in office.
h. represent or appoint her official substitute to represent the chapter at
i. State Executive Board meetings on the fourth Saturday in September and February.
ii. District meeting in spring of even-numbered years.
iii. State Convention in spring of odd-numbered years.
i. take action with the advice and approval of her executive board on matters which cannot be deferred until the next meeting
j. serve as an ex-officio member of the Finance Committee.
k. submit annual and biennial reports specified by the Society.
l. serve as a voting member of the Georgia State Board.
m. act on all other official duties as outlined in the Georgia State Standing Rules.
n. complete and submit chapter History and Yearbook for each biennium.
2. The First Vice President shall:
a. serve as presiding officer in the absence of the president and, in the event of the resignation or death of the president, shall succeed to the presidency and serve until the next regular election of officers.
b. perform such other duties as the president or the executive board shall be
to her.
c. distribute, with the help of the Second Vice President, the charity items to the appropriate community or civic organizations following the Beta Eta Chapter meetings.
3. The Second Vice President shall:
a. serve as presiding officer in the absence of both the president and the first vice president and, in the event of the resignation or death of either the president or the first vice president and, in the event of the resignation or death of either the president or the first vice-president, shall succeed to the office of the first vice president and serve until the next regular election of officers.
b. perform such other duties as the president or the executive board shall be
to her.
c. distribute, with the help of the First Vice President, the charity items to the appropriate community or civic organizations following the Beta Eta Chapter meetings.
4. The Secretary shall:
a. keep minutes of each meeting of the organization and furnish the president with a copy of such minutes.
b. serve as secretary to the executive board and at other meetings throughout the biennium.
c. read all correspondence at Beta Eta Chapter meetings.
d. carry on such correspondence as may be delegated to her by the president.
5. The Treasurer (Appointed) shall:
a. receive and pay out all money belonging to the chapter
b. keep an accurate account of receipts and expenditures.
c. keep a file of receipts, bills, and bank statements.
d. present a report at each regular meeting.
e. annually file required tax reports with the Internal Revenue Service.
f. surrender the financial records to the respective finance committee for an annual audit/financial review at the close of each fiscal year.
g. serve as an ex-officio member, “with vote,” on the executive board.
h. serve ex-officio in the process of budget development and supervision of finances.
i. follow appropriate procedures to ensure the safety a proper handling of chapter money as established by the chapter finance committee.
j. Maintain an accurate and current membership roster
6. The Parliamentarian shall:
a. act as advisor to the officers and the members of her organization in matters pertaining to interpretation of the constitution and to parliamentary usage.
b. serve as an ex-officio member, “without vote,” on the executive board.
Article VII.
BOARDS
A. The members of the Executive Board shall be the elected officers, Immediate Past President, with the Treasurer and the Parliamentarian as ex-officio members without a vote.
1. The Executive Board shall meet two times a year. One should be a planning meeting in the summer with the other held at the discretion of the President. Additional meetings may be held at the discretion of the President.
Article VIII.
COMMITTEES
A. Standing committees shall be Educational Excellence, Membership, Programs and Arrangements, Communications, Chapter Yearbook, Grant-in-Aid, World and Community Outreach, Scrapbook, Music, and Sunshine.
Educational Excellence promotes DKG programs and projects for excellence in education.
Membership is charged with responsibilities related to membership. This committee will study and make recommendations related to membership issues.
Communication facilitates email, the newsletter, news releases, and the website
Grant-in-aid conducts the process for choosing the recipient student of the Beta
Eta Grant-in-aid.
Chapter Handbook creates the Beta Eta Chapter handbook
following Georgia State Organization Chapter Yearbook Contents
World and Community Outreach promotes and supports international and community humanitarian projects.
Music leads the membership in singing of the DKG anthem and keeps copies on file.
Scrapbook maintains photos, news articles, thank you cards and related memorabilia.
Sunshine keeps abreast of members’ personal and family circumstances, sends a red rose and card upon death of an immediate family member and for hospitalization of a member, and sends cards for illnesses and related family losses.
B. Duties shall be in compliance with the International or State standing rules, or as determined by the chapter president.
C. Other committees may be appointed as needed by the President.
Article IX.
MEETINGS
A. Meetings shall be held at least (4) times a year - September, November, February and April.
B. A quorum of chapter business shall be a majority of active members present at the meeting.
C. All members being notified, chapter meetings may be face- to-face, through electronic communications, or through a combination of the two, as long as members present may simultaneously hear one another and participate during the meeting.
D. All members being notified, matters requiring immediate chapter action may be voted upon by mail (postal or electronic) that provides a valid receipt of each responding chapter member’s vote. A majority vote of chapter members shall be required for action. e. Ratification of all voting by mail (postal or electronic) must be made at the next face-to-face meeting of the chapter.
E. There shall be no proxy voting.
Article X
AMENDMENTS
A. The Executive Board shall review the chapter rules at least once during the Biennium in accordance with Delta Kappa Gamma International and State rules.
B. Individual rules may be considered at any regular business meeting.
C. Chapter rules may be considered, or rescinded, at any chapter meeting by a membership vote.
D. Amendments shall be recorded with dates of review and by whom.
