Primary T1 Festival Rules
Playing Time: 7 minutes one way (this may be altered depending on start time)
Team: Maximum 10 players, 7 on pitch, minimum of 3 girls. Must consist of players from Yr6
Kit & Equipment:
Ball size = size 4.
Pitch dimensions should be a maximum 60 x 30 metres.
NO Tag Belts needed
Trainers and studded footwear are permitted.
Rules:
● Players once touched once can pass the ball, or break through the “gain line" for a second touch, which they must then stop and present to dummy half. They can not go on to score from the first touch.
● The person making the touch must call “touch” as loudly as possible to support the referee
● Players are permitted to spin away once from a defender, but are NOT permitted to continuously spin.
● Diving to avoid being touched is not permitted.
● 7 touch turn over (which means from 7 individuals - 14 “touches” if decide to go through the gain line)
● There will be no kicking during the game, only to start the match, and restart after a try
● The game will commence with a kick start towards the opposition. This can be kicked from hand or one the floor. Please try and allow all children to have a go.
● We encourage tries to be scored on the feet in a controlled manner
● There are no line outs, instead balls are thrown in from where the ball went off.
Play the Ball:
- If moving through the “gain line” the ball carrier must return to the spot where the second touch occurred.
- Facing the direction of their players (away from the try line) they can pass to a player on their team known as the “dummy half”
- The team mate who gathers the ball from this position (Dummy Half) must pass the ball from the Play-the-Ball and should not run forwards. They are able to take steps laterally to assist with passing. You cannot score from a Dummy Half
N.B - Any player can be the Dummy Half and the Player at the Dummy Half could change at every Play-the-Ball.
Defence
- Defence must maintain a distance of 5 metres until the Dummy Half passes the ball and must retreat 5 metres after each touch.
- If a defender does not retreat 5 metres, they will be deemed to be offside. If a touch is made from an offside position, the attacker should play the ball as normal, but the touch will not add to the count.
- No diving for a touch
- A touch is below the shoulder
- Defending players cannot pick up a dropped ball and continue play, any dropped ball is a lost count for the attacking team.
Knock-on:
A knock-on occurs when a player, attempting to catch the ball, fumbles it and knocks it forwards to the ground towards the opponents’ Try line. Again, this will add to their count.
Touch:
- Only the player in possession of the ball can be touched.
- A Touch can be made by one or two hands, shoulder height down.
- If a try has not been scored after 7 touches, possession turns over to the defending team at the point of the last touch.
- The person who made the initial touch can not make the second touch on the same person straight away
Scoring a Try:
- The object of the game is to score a try by placing the ball with downward pressure on or behind the opponents try line while the ball carrier is on their feet
- If touched in the act of scoring the try will stand. One step is allowed.
- After a try has been scored the non-scoring team will restart with a kick from the centre field towards the opposition.
- Players cannot dive when scoring a try
Offside:
- Offside only occurs at the second touch where the offside line is through the centre of the ball. When a second touch is made, all players from the defending team must retreat 5 metres and wait until the dummy half has thrown the ball.
- If a player in an offside position (i.e. further forward than the ball) intercepts, prevents or slows down a pass from a touched player to a team mate, the game should be stopped and the attacking team allowed to restart that play. This does not count as one of their counts.
- A player can, however, run from onside to intercept a floated pass before it reaches its intended recipient. The play continues until that player is touched. This will then count as their first count.
