MSc Poverty in Comparative Context, University of Oxford, 2021-2024 - See Syllabus 2023-24 

This introductory course on poverty is structured around three key questions. First, how do we understand poverty? Over the first three weeks, we will explore key debates on defining and measuring poverty, examine global and national poverty trends, and critically discuss different theoretical perspectives for explaining poverty (e.g. behavioural, structural, political). Second, how should we respond to poverty? Here, we will review the latest evidence on the effectiveness of policies related to economic growth, re-distribution and pre-distribution. Third, how do we design anti-poverty policies? In the final two weeks, we will address this policy design question considering debates around universalism vs. targeting and the policy constraints posed by resources, structural factors, and politics. The course adopts a comparative perspective, applying the same concepts and frameworks to both Global South and North.
